Job Description

Water and Habitat (WatHab) Engineer plans, designs and implements engineering projects within the scope of the ICRC’s water and habitat assistance objectives with supervision and coaching from their hierarchical superior. S/he monitors on-site works, carries out needs assessments and surveys, and plans new projects. S/he has a close working relationship with external stakeholders related to their projects. Focus of the Water and Habitat Engineer will be on the planning, design, and implementation of the Prisoners of Climate Change (POCC) related projects.

Field Work

  • Carries out and analyses needs assessments and surveys and shares analysis with Line Manager and WatHab Detention Program Manager:
  • Draws up documents (projects proposals, drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and the Philippines building code/standards, ensuing corrective action is taken when necessary;
  • Supervises small number of contractors working on project sites and conducts quality control during the design and construction of infrastructure installed by the ICRC.

Project administration and evaluation

  • Creates project files in the Projects and Activities Manager (PAM) application and keeps them up to date;
  • Prepares implementation/progress reports at intervals set by the Line Manager and Water and Habitat in Detention program manager;
  • Uses results-based management to evaluate project implementation and analyse data;
  • Manages tendering and project purchasing on labour and materials according to the delegation's financial rules;
  • Administers hand-over of infrastructure installed by the ICRC to end-users.

Capacity building of the detaining authority

  • Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC;
  • Contributes to the implementation of institutional development projects in support to the detaining authorities and other relevant authorities concerned in jail planning and design, and environment and climate resilience.

Communication - Security

  • Networks with stakeholders, monitors security issues related to project sites and advises WatHab in Detention Program Manager where necessary;
  • Provides regular information to colleagues on security, stakeholder issues and site progress.
  • Represents the ICRC in an appropriate way during activities in meetings and in the field;
  • Interprets accurately from English to Local language and vice versa during field visits, as required.

Qualifications

  • University degree in Engineering (construction, hydraulics, mechanical, electricity)
  • 3 years work experience in water and sanitation, electrical or construction engineering
  • Work with international or humanitarian organization is an asset
  • Experience in managing contractors.
  • Experience in Disaster Risk Reduction is an asset
  • Proficient in the use of AutoCAD and Epanet
