Job Description

The Security & Safety Officer, under the supervision of the Head of Operations and with the support of Heads of Sub Structures (HoSS) in the field, provides technical advise and support on potential security and safety risks to ICRC Delegation and Manila Shared Services (MSSC) and ensures, together with management, the proper functioning of the Delegation’s security management system.

MAIN RESPONSIBILITIES

  • Develops Security rules and relevant security, safety, and crisis management protocols and ensures periodic reviews and compliance.
  • Develops monitoring tools for a number of security-related issues and ensures all incidents are reported timely
  • Provides analysis on developments and potential safety and security impacts on ICRC staff & assets and provides safety and security support to all structures and sub-structures within an area of responsibility (AoR).
  • Ensures field movement is monitored; that contingency & evacuation plans are in place and up to date and that staff are trained on how to behave in case of emergency; and that there is systematic capacity building of the security and safety department.
  • Prepares written briefing or welcome package on safety for all new delegates/staff/visitors in the AoR and oversees the quarterly updating of the Welcome file (Security and Safety section).

Qualifications

REQUIRED PROFILE

  • University degree in a relevant domain to security or safety management or related to project and data management.
  • At least 6 years’ experience in a similar field of activity in an International Non-Government Organization (INGO) or humanitarian organization
  • Security/safety management background preferred
  • Experience in crisis management a strong asset.

 

SPECIFIC KEY COMPETENCIES & SKILLS

  • Capacity to work autonomously but in close coordination with the direct supervisor
  • Strong organizational skills with the ability to multi-task and prioritize tasks
  • Ability to build positive relationships with high level of interpersonal skills
  • High flexibility and/or adaptability
  • Good command of written and spoken English, Filipino and other dialect is an advantage
  • Computer skills, including MS Office Suite, SharePoint, and strong MS Excel skills
