The City of Philadelphia’s Office of Sustainability (OOS) works to advance Philadelphia’s vision of a clean and just energy future for all.

Philadelphia has a goal to be carbon neutral by 2050. 70% of the City’s emissions come from energy use in our buildings. In addition, Philadelphia is one of the most energy-burdened cities in the country. The mission of the climate solutions team is to promote efficient energy use, transition our homes and buildings to clean sources of energy, address energy burden and alleviate energy poverty and ensure that Philadelphia’s clean energy transition is equitable and just.

Job Description

The Senior Manager for Energy Programs will be responsible for implementing OOSs strategy to promote efficient energy use in the City’s homes and buildings and transition these buildings to clean sources of energy.

The Senior Manager for Energy Programs will inform and participate in strategy development, support policy development and include researching, planning, designing, developing, and managing energy programs and projects to promote and support weatherization and other energy efficiency initiatives and adoption of clean energy solutions such as electrification, solarization and geothermal energy across the building sector including new construction, existing commercial, multi-family (including affordable multi-family) and single-family residential buildings.

The position reports to the Deputy Director for Climate Solutions. It will require collaboration with staff at the Office of Sustainability (OOS), with other City departments and agencies and with external state and local partners across the energy ecosystem in the city and region.

This position requires a strong understanding of equitable building decarbonization, ability to think strategically and systemically about solutions to support a long-term clean energy transition, skills, knowledge, and experience managing energy projects and programs and the ability to be resourceful and work independently. Commitment to antiracist, intersectional work focused on ensuring equity and equitable outcomes and addressing climate justice is a must. This position is ideal for someone with experience with building decarbonization and a passion for addressing climate change and ensuring a just and equitable clean energy transition.

This is a full-time position.

Essential Functions

  • Guide design, development, and implementation of energy programs
  • Manage contractors for program development and implementation and individual projects as required
  • Guide and manage research projects
  • Guide decarbonization policy initiatives
  • Develop project proposals for building decarbonization, including to access federal funding opportunities for climate action
  • Proactively provide ideas and critical feedback—as well as being open to such constructive dialogue—on strategies for equitable building decarbonization.
  • Work directly with state/local government agencies, partners, and community-based organizations to advance policy and programmatic action
  • Communicate with agency leaders, partners, and key stakeholders, both internal and external to government.
  • Provide technical assistance and support to agencies and communities working on addressing equitable building decarbonization
  • Collaborate with diverse stakeholders on policy, priority initiatives, and research projects
  • Coordinate interdepartmental meetings to facilitate communication, planning, and decision-making on OOS’s energy initiatives
  • Facilitate both in-person and webinar discussions on energy topics
  • Develop a range of high-quality written materials, including research reports and presentations

  • Strong knowledge and understanding of the topic of energy use in buildings and its intersection with climate change
  • Strong knowledge and understanding of solutions for advancing building decarbonization
  • Familiarity with racial equity and environmental justice issues in the energy sector and commitment to equity and reducing disparities based on race, ethnicity, immigration status, sovereignty, gender, sexual orientation/gender identity, and socioeconomics.
  • Strong strategic and systemic thinking skills

  • Ability to effectively develop presentations highlighting data for various audiences of internal stakeholders

Qualifications

  • 5-7 years of expertise and experience in implementing energy solutions for building decarbonization (required)
  • A graduate degree in fields related to energy and environment, or related fields (preferred)
  • Minimum of 2 years working in or adjacent to local government (preferred)
  • Demonstrated ability to manage projects, monitor responsibilities, and achieve goals
  • Experience presenting information to a variety of audiences, including internal teams and City departments, external partners and federal, state, and local government officials and policymakers
  • Curiosity and commitment to learning and taking initiative
  • Ability and willingness to travel (when safe to do so)
  • Knowledge of computers and technology: proficient in MS Word, Excel, PowerPoint, Outlook, and audio/visual and conference calling technology

Salary Range: $75,000 - $85,000
