Agency Description

The Office of Sustainability (OOS) works with partners around the City to improve quality of life in all Philadelphia neighborhoods, reduce the City’s carbon emissions, and prepare Philadelphia for a hotter, wetter future. OOS is responsible for implementing Greenworks Philadelphia, the City’s comprehensive sustainability plan and houses the Energy Office and the Food Policy Advisory Council.

The City of Philadelphia’s Energy Office serves to manage energy supply and demand for city government operations. The mission of the Energy Office is to:

  • Strategically procure cost effective, reliable, clean energy and conventional energy systems for city government
  • Promote energy conservation and efficiency within City departments by providing education, technical expertise, promoting systems change, and analysis of energy used
  • Develop and implement projects and programs that promote the efficient use of energy and reduce the City's environmental impact
  • Support Philadelphia’s climate and energy goals and position City government to lead by example

Job Description

This position, reporting to the Program Manager, Capital Improvements, oversees various energy efficiency and other climate mitigation and resilience-based projects within municipal buildings across the city. The Program Coordinator will collaborate with other members of the Energy Office, the Office of Sustainability (OOS), and additional partner departments and agencies throughout municipal government. This position will help achieve the City’s goal of reducing energy use 20% by 2030.

This is an opportunity to help solve complex problems, gain valuable experience in energy management and municipal operations and contribute to Philadelphia’s sustainability goals as outlined in the City’s Municipal Energy Master Plan (https://www.phila.gov/documents/municipal-energy-master-plan/).

This is a full-time grant-funded position that is funded until June 30th, 2024 with the possibility of extension.

Essential Functions

  • Collaborate with departments to identify, develop, and implement cost-effective energy efficiency and climate resilience improvements.  
  • Initiate energy audits at targeted facilities, with the assistance of energy consultants.  
  • Assist the Department of Public Property and Rebuild, as needed, in reviewing facilities – both new building construction as well as renovations and retrofits – for energy efficiency opportunities.  
  • Coordinate with engineering consultants in the design, specification and audits of energy conservation measures and contractors in the implementation of energy conservation measures.  
  • Identify, analyze, and approve plans and specifications for energy conservation measures.  
  • Promote, select, and implement projects through the City's Greenworks Sustainability Fund, an internal fund that commits Capital funding to support department-driven projects. This position oversees applications, the selection committee and process.  
  • Oversee the office’s Capital budget of $250,000-500,000 annually.  
  • Oversee revenue generated from utility rebate program; lead the City's efforts to apply for all available utility rebates.
  • Advise partners on current energy efficiency standards and practices.  
  • Work with Energy Office staff to ensure the ongoing effectiveness of energy efficiency projects; and programs and helps to communicate and promote successful examples. 
  • Collaborate with a multitude of City agencies including OOS, the Office of Innovation and Technology, and the Department of Public Property to develop and implement programs that further the Energy Office’s mission. 

Qualifications

Required:

Bachelor’s degree in energy management, business management, or directly relevant field, and at least two years of full-time professional level experience working in an established business or public entity setting, OR any equivalent combination of education and experience.

Preferred:

  • Experience with LEED and ENERGY STAR certifications.
  • LEED Green Associate or LEED Associate Professional credentials.
  • Familiarity with energy and heating, ventilation & air conditioning systems.
  • Knowledge of new and emerging trends in energy efficiency and energy management.
  • Familiarity with racial equity and environmental justice issues.
  • Energy management program experience.
  • Graduate-level and/or engineering or architectural degree
  • Experience with energy audits, energy modeling, building automation systems.

  • Strong interpersonal skills and relationship management.
  • Experience with Microsoft Excel.
  • Comfortable and effective working both independently and on teams.
  • Ability to articulate environmental burdens and effectively convey and translate an equitable solution to a diverse range of audiences.

Additional Information

  • Positions require the use of City vehicles or carshare vehicles on City business.  Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record.  
  • Position requires individual to climb ladders, enter equipment rooms, and traverse rooftops to conduct energy audits.

Salary Range: $55,000 - $65,000
