Job Description

The 9255 Airport Economic Planner – Senior Principal Property Manager reports to the Director of Revenue Development & Management of the Chief Commercial Office division at the San Francisco International Airport and performs a variety of functions related to the Airport’s property management and business development programs, financial and economic business planning, development and management, and may supervise professional and support staff.

Essential Duties & Responsibilities:

  • Develops, implements, and manages the Airport concession program with an emphasis on retail sales, food & beverage, and passenger services for all terminal spaces and the rental car facility to maximize Airport revenue and provide opportunities for small businesses.
  • Develops, implements and processes proposals of use, bid packages, leases, permits and other documents related to property and concession rentals.
  • Manages staff to ensure the accomplishment of department mission and goals.
  • Assists with space planning for future concessions facilities by analyzing sales trends, customer behavior and passenger flow, and determining the value of concessions space and the ability of the City to lease the space.
  • Develops and implements tenant relocation and future space allocations.
  • Negotiates leases, amendments and contracts for use of Airport space.
  • Presents proposals for space use to management and Airport Commission, coordinating with other Airport staff on tenant issues, and working with other government entities as required.
  • Supervises staff in ensuring tenant compliance with contract terms, coordinating tenant maintenance and construction issues, and negotiating daily property issues.
  • Supervises maintenance of office records, including leases and other contracts, insurance documents, deposits/letters of credits, tenant reports and payments, drawings, specifications, and change orders.
  • Comprehends, develops and accomplishes operational and revenue goals for the department; ensuring those goals are in line with the goals of the Airport.
  • Coordinates and defines deadlines for projects and ensuring those deadlines are met.
  • Assesses the impact (operation, revenue and political) that specific projects/assignments/requests may have on other inter-or-inner-departmental projects and assignments, and taking appropriate action.
  • Negotiates with and often directly managing larger, more complex accounts and/or tenants.
  • Performs related duties as required.

Desirable Qualifications:

  • Four (4) years of experience managing concession contracts and/or leases at a large public facility (i.e. airport, shopping center, etc.)..
  • Experience with conducting Request for Proposals, Bids Process, or Commercial Leasing.
  • Excellent oral and written communication skills.
  • Interpersonal skills.
  • Experience with Microsoft Word, Excel and Power Point.

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

Qualifications

Education:
Possession of a Baccalaureate degree from an accredited college or university with major coursework in Accounting, Business Administration, Airport Management, Economics, International Relations, Public Administration, or a closely related field. AND

Experience:
Five (5) years of verifiable and recent professional experience leasing and/or managing a retail or mixed use (retail, food and beverage, and office) property, including financial analysis of the operation; space planning; concept development and marketing; lease development or management; tenant interface; and day to day operations.

SUBSTITUTION:
Additional qualifying experience as described above may substitute for the required education on a year-for-year basis (up to a maximum of 2 years). Note: One year (2000 hours) of additional qualifying work experience will be considered equivalent to 30 semester units/45 quarter units. (2000 hours of qualifying work experience is based on a 40 hour work week.)

Selection Procedure:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying)

Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation: (Weight: 100%)
Qualified candidates will be sent a Supplemental Questionnaire that must be submitted in order to compete in the recruitment process.  All relevant experience, education and/or training must be on the application in order to be reviewed in the rating process.  The Training & Experience Questions will be weighted 60% of the overall score, and the Behavioral Consistency Questions will be weighted 40%.  The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for the Airport Economic Planner position (e.g., knowledge of concessions and passenger services program development and management; knowledge of commercial tenant and property management; ability to develop, implement and process proposals of use, bid packages, leases, permits and other documents related to property and concession rental; ability to negotiate, make sound business decisions and impart comprehensive recommendations and solutions; knowledge of principles and practices of airport operations; ability to develop and maintain positive and productive working relationships; ability to analyze; and ability to present plans and reports clearly and concisely orally and in writing and make presentations.)

Candidates must achieve a passing score on the Behavioral Consistency Questionnaire in order to be ranked on the eligible list.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.
