MOHCD’s Housing Division focuses on creating housing policies and funding programs that create safe, stable, and affordable housing.  We are recognized nationally for our ground-breaking work to transform public housing through the HOPE SF and RAD initiatives; acquire and rehabilitate existing properties through innovative financing structures; steward an extensive portfolio of affordable housing; and expand that portfolio by advancing new housing production and inclusionary housing policies.

MOHCD PRESERVATION

The Director of Preservation (the “Director”) will lead the strategy, policies, and practices related to MOHCD’s preservation and bond programs.  Reporting to the Deputy for Housing, the Director will collaborate closely the senior management team, other MOHCD managers and external partners.  

The Preservation team is responsible for deploying MOHCD funding to proactively preserve San Francisco’s existing multifamily housing stock and managing the housing division’s multifamily financing programs.  Three key focus areas include: 1) Preserving MOHCD’s existing portfolio of affordable housing assets, 2) Acquiring and preserving at-risk multifamily buildings, and 3) Bond Program management.  MOHCD’s preservation programs prevent displacement of City residents, ensure facilities are safe and habitable for our tenants, fund critical and long-term capital needs, and extend expiring and out-of-date use-restrictions.  The Bond Program is the principal funding source for the City’s affordable housing programs.

o   Two Multifamily Lending Project Managers 

Job Description

POSITION DESCRIPTION 

The Director is a new position responsible for leading MOHCD’s Preservation team.  Key responsibilities include, but are not limited to:

  • Partner with the leadership team and key stakeholders to establish goals and create and manage housing finance programs that contribute to MOHCD’s impact.
  • Maintain a strong working knowledge of MOHCD, affordable housing finance programs, economic trends, industry best practices and policies.
  •  Develop, supervise, plan, direct and coordinate workload and assignments for a diverse team.
  • Cultivate a positive and inclusive work environment and develop tools to measure team performance and outcomes with respect to organizational goals. 
  • Represent MOHCD before interagency committees, City boards and commissions, other organizations, and key stakeholders. 

The Director will lead a team of four staff members that engage in complex transactional, policy, and strategic planning activities in three principal areas:

1)      Preserving MOHCD’s Existing Portfolio

MOHCD’s affordable housing portfolio includes approximately 25,000 units across 400 buildings.  The portfolio has grown significantly in size, complexity, age and need over time.  At the same time, the resources available for preservation are significantly limited by the prioritization of new construction over preservation.  The Director will be responsible to:

  • Deploy, and manage preservation funding sources, funding programs, preservation policies and practices.
  • Develop and implement portfolio recapitalization plans with existing MOHCD partners.
  • Provide technical assistance and support capacity building for MOHCD’s partners, especially BIPOC-led and BIPOC-serving organizations.
  • Collaborate interdepartmentally to identify and execute on preservation opportunities, support workouts, and cash out portfolio transactions.
  • Manage a pipeline of complex real estate transactions and distinct portfolios including, but not limited to recapitalizations, loan restructuring, 4% and 9% syndications, scattered sites, Limited Equity Cooperatives, HUD-assisted, RAD, Faircloth to RAD, and other State and local preservation programs.

2)      Acquiring and Preserving at-risk Multifamily Buildings

MOHCD expands the affordable housing stock and prevents displacement by acquiring and preserving at-risk multifamily buildings.  The City has stabilized nearly 1,000 San Franciscans through its Acquisition and Preservation Programs.  However, the City continues to lose approximately 400 units each year from rent regulation.

  • Deploy, and manage acquisition funding sources, funding programs, acquisition policies and practices.
  • Develop and implement strategic acquisition plans with new and existing MOHCD partner.
  • Provide technical assistance and support capacity building for MOHCD’s partners, especially BIPOC-led and BIPOC-serving organizations.
  • Manage a pipeline of acquisition transactions, including but not limited to small sites, large sites, SROs, and portfolio sales.

3)      Bond Program Management

MOHCD’s bond programs are the principal funding source for the City’s multifamily affordable housing programs.     

  • Advocate, innovate, create and manage MOHCD’s bond programs, debt issuance, lending products, financing structures, and policy.
  • Collaborate interdepartmentally and externally to identify and execute on funding opportunities that will increase MOHCD’s access to capital.
  • Develop and implement sound underwriting policies and practices that balance credit quality with the need for impact.
  • Provide technical assistance and support to internal and external stakeholders, especially BIPOC-led and BIPOC-serving organizations.
  • Manage MOHCD’s engagement with capital markets and a pipeline of complex real estate transactions.

Qualifications

Positions in the 0903 classification are responsible for management and leadership of complex and interdisciplinary team activities requiring high level strategic, monitoring, planning, and data and evaluation capabilities.

Desired Qualifications:

  • A minimum of 10 years of relevant experience in affordable housing development and real estate finance, preferably in San Francisco.
  • A minimum of 5 years of increasingly responsible experience effectively leading and managing a division or department doing related work.
  • Possession of a Master’s degree from an accredited college or university in a field related to real estate development, planning, business, public policy, or finance.
  • Direct experience in the development and financing of affordable housing assets including new construction and acquisition/rehabilitation.
  • Direct experience with Federal, State and local governmental programs such as LIHTC, tax-exempt bonds, recycled bonds, taxable bonds, FHA Risk Sharing, HUD Section 8 Project-based and tenant-based vouchers, CDBG, HOME, CalHFA and HCD programs, and MOHCD programs, etc.
  • Excellent management skills and a demonstrated ability to successfully mentor, encourage, and inspire staff.
  • Excellent verbal and written communication and strong interpersonal skills.   Strong analytical, organizational, and quantitative skills.
  • Experience and expertise prioritizing multiple assignments with competing needs and continually revising priorities as conditions change. Ability to work with minimum supervision in a team environment and to handle detail oriented work.
  • Knowledge and experience managing enterprise risk, intermediate-level experience with information management systems; high proficiency with Microsoft Office applications including advanced ability with Excel including development of complex mortgage loan models and budget variance analyses.
