Job Description

The Country Human Resources Manager is part of the Country Management Team, which is the responsible body for operations in Laos, and works in close collaboration with the Country Director, Country Finance Manager, and Project Managers. This role ensures that SNV in Laos is providing high quality Human Resources support (including recruitment), transparent procurement in compliance with donor and organisational requirements, and operational support around administration, logistics, IT, and legal compliance.

  • Lead (asked and unasked) Project Managers and Country Director on HR policies, legal issues and organizational change, and overall local labour compliance matters (including tax);
  • Formulate, maintain and implement personnel manual for national staff, aligned with global frameworks, relevant regulations, and budgets;
  • Support compliance of international staff with the Ministry of Foreign Affairs documentation and lead on the finalisation of SNV MOU with the relevant ministries;
  • Working closely with the country council, support coordination of staff welfare activities;
  • Lead benchmarking SNVs national salary scales & benefit packages to be competitive in the market;
  • Implement and support Line Managers around staff development (based on HRD framework), conducting performance appraisal processes, arranging relevant onboarding and offboarding of staff;
  • Review and advise on recruitment and staffing requirements, coordinate all recruitments, lead a networking approach to identify suitable (local) experts and staff, implement and keep updated CV database of (potential) staff, consultants satisfying the quality requirements for BD tender processes, negotiate contracts within mandate;
  • Prepare all Contracts (staff, consultant and stakeholders/third party);
  • Maintain all personnel files.

Working closely with the operations team, the CHRM will

  • Support the procurement and contracting in country processes, maintaining an infrastructure in accordance with donor and corporate standards. Provide advice to relevant colleagues to support efficient and compliant procurement and contracting, including framework contracts/rosters.
  • Support the management and, as appropriate, organise process delivery for services such as office administration, logistics, inventory management, ICT, legal, and HR.

Qualifications

  • Proficiency level equivalent to bachelor’s degree in Human Resources or a related field;
  • Proven experience (5 years) in Human Resources management;
  • Good communication and writing skills in English;
  • Able to unravel complex issues and act quickly to incorporate new knowledge;
  • Good computer-based data analyses skills, minimum fluency in MS Office;
  • Excellent coordination, organisation/prioritisation ability, and result focus;
  • Strong teamwork and coaching orientation;
  • Experience rolling out and localising new initiatives in collaboration with global structure / in a global organisation.

 

Additional Information

This is a full-time national position with the successful candidate being contracted on a one-year basis with the possibility of renewal. Salary is competitive and commensurate with qualifications and experience.  A pension plan and medical insurance are included in the benefits package. Desired start date for this position is as soon as possible.
