The San Francisco Municipal Transportation Agency (SFMTA), the nation’s eighth largest transit operator, is seeking an exceptional leader to transform its Capital Programs & Construction (CP&C) Division. The SFMTA’s capital program is a blend of system expansion and state of good repair investment and is the only agency capital program in the US to span five types of operating modes (motor coach, trolley coach, light rail, historic streetcar, and cable car). As the agency embarks on a new five year Capital Program, the Director will take on two once-in-a-generation challenges: leveraging massive new federal funding sources, from the Bipartisan Infrastructure Bill, while aligning CP&C with its internal operating partners. The successful candidate will share SFMTA leadership’s passion to embrace new project delivery techniques and make the agency an owner of choice for a wide range of contractors.

Salary: $190,242 to $242,736 annually

The Division Director oversees all functions and activities of the Capital Programs & Construction Division.  The Division Director is responsible for the overall administration of all aspects of capital projects including capital project engineering, project delivery/management, construction management, contract administration, and capital quality assurance functions.  The Director supervises approximately 130 engineering, technical and administrative staff in the Division. This executive management position assumes complete responsibility for the delivery of transit-related programs outlined in the SFMTA’s $3.2 billion Capital Improvement Program, including new light rail extensions, complete streets projects, facility upgrades and enhancements, and system overhead wire and rail replacement projects. The incumbent in this position directs the development and implementation of construction policies, goals and objectives; manages organizational changes; ensures the enforcement of all safety protocols, applicable laws, ordinances and regulations; and prepares and presents reports to executive management, the SFMTA Board of Directors, and other policy and regulatory bodies.

Examples of Important and Essential Duties

  • In conjunction with the Director of Transportation and Director of Streets Division, establishes short-and-long range project goals, budgets, and schedules and monitors project progress.
  • Directs the development and implementation of the Division goals, strategic plans, policies, procedures and work standards.
  • Responsible for overseeing the on-time, on-budget, within-scope delivery of all CP&C projects.
  • Brings best practice approaches to project planning management, design, construction, controls and delivery, and builds staff capacity and acceptance of said techniques.
  • Builds a team and develops staff that can deliver excellence, with attention given to creating an organizational structure, hiring and training approach that lead to positive project outcomes.
  • Applies and directs alternative project delivery methods.
  • Creates a project review process to identify and implement lessons learned.
  • Supports the Agency’s capital planning efforts.
  • Leads, manages, and motivates the CP&C Division staff.
  • Establish strong partnerships with staff responsible for maintaining the Agency’s transit infrastructure and creates opportunities for Division staff to gain hands on experience with our Agency’s infrastructure.
  • Supervises deputy directors and monitors and evaluates performance based on Division and Agency-wide goals.
  • Creates and/or implements organizational structure, staff assignments and administrative systems required to accomplish the Division’s goals and mission.
  • Coordinates activities with SFMTA’s Safety Division to ensure acceptable levels of safety are adhered to in all construction projects.
  • Interfaces with teams across the Agency to ensure successful delivery of products.
  • Directs and monitors the performance of consultants and contractors.
  • Directs the development of effective training and education programs for employees and contractors.
  • Directs oversight of the Agency’s compliance with the standards and regulations required by government agencies.
  • Coordinates across the Agency and the city government, and with local, state, federal and private funding partners.
  • Represents the Agency before legislative bodies, administrative officials, public agencies, community groups, labor organizations, and technical and transportation industry organizations.

Qualifications

Minimum Qualifications:

1.       Possession of a baccalaureate degree from an accredited college or university; AND

2.       At least (7) years of managerial experience in design or construction of capital projects.

Substitution:

Additional qualifying experience may be substituted for the required education in Minimum Qualification on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Note: One (1) year full-time employment is equivalent to 2000 hours.

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Experience executing a change management model within an organization.
  • Experience managing the design or construction of large capital projects with a budget of $100M or more.
  • Strong technical background from design to construction.
  • Experience managing consultant engineering contracts.
  • Experience with alternative delivery methods.
  • Experience delivering transit infrastructure including trolley and light rail systems.
  • Experience managing a large multi-disciplinary engineering department.
  • Strong leadership and team building skills, such as the ability to build employee morale and develop staff from diverse racial/ethnic and gender identity backgrounds.
  • Understanding of the impact that interpersonal, systemic, and institutional racial biases have on workplace equity issues.
  • Ability to navigate and equitably manage relevant personnel processes.
  • Experience with handling Federal Transportation Administrations (FTA) requirements related to funding processes.
  • Experience with interagency collaboration and cultivations of those relationships.
  • Strong understanding of impacts of projects to the community and related effective communication strategies.
  • Certification as a Professional Engineer.
  • Effective communication skills both written and oral.
  • Strong emotional intelligence.
