NEC Care, part of the NEC Health division, delivers the national diabetic eye screening programme. Our mission, vision and values are to provide people-centric services that aim to improve the health and wellbeing of those we serve by working to achieve excellence in service delivery.

Central Mersey DESP provides retinal screening clinics and image grading to people with diabetes across the area. We are commissioned by Public Health England to provide retinal screening on behalf of the NHS and our service is compliant with the National Service Framework (NSF) and National Screening Committee (NSC) guidance, standards and objectives.

Job Description

The Programme Manager will be responsible for the strategic and operational management of the nominated Diabetic Eye Screening Programme(s). This will involve working with and across a wide range of stakeholder organisations. The post holder will ensure the programme is delivered in line with national standards, providing an excellent screening service with the ultimate aim of reducing new blindness due to diabetic retinopathy.


The main accountabilities

·         To ensure the overall safe running of the DESP call/recall, management of exclusions & suspensions, administration and failsafe for the programme.

·         To ensure that all screening sessions are ran smoothly.

·         To oversee the Capacity planning for the programme, ensuring screening and grading capacity is achieved, within the timescales set;

·         To ensure the complete compliance of the workforce with education and training requirements.

·         To identify and manage issues, risks and incidents within the programme;

·         To ensure that the programme is compliant with internal Quality Assurance (QA) requirements; and

·         To monitor the local programme’s performance against NHS DESP Standards and ensure that the programme achieves all standards set.


Due to the senior nature of the role within the organisation, the Programme Manager may be required to undertake such other duties commensurate with their role/experience in agreement with the post holder.


Job dimensions

·         The Programme Manager has a shared responsibility for the programme, alongside the DESP Clinical Lead, for the achievement of service objectives, KPIs and the training and competency of the workforce

·         The role covers the Central Mersey area(s)

·         The Programme Manager will be responsible for X employees

·         They will have £x budget to manage on an annual basis

Qualifications

Previous Management experience and knowledge within diabetic eye screening, healthcare or other people/patient focused services

·         Degree level or equivalent professional experience

·         Evidence of continued professional development (CPD)

·         Full UK driving licence and access to own vehicle

·         A clear understanding of quality assurance processes and reporting requirements

·         Ability to analyse complex data and generate reports and action plans

·         Effective leadership and management skills including performance management of teams and individuals

·         Experience of developing and managing contracts and budget management

·         Excellent organisational, administrative and project management skills

·         Ability to work autonomously and be able to prioritise own workloads and priorities

·         Ability to work successfully across professional organisations and with a multitude of stakeholders

·         Excellent communications skills with ability to influence and facilitate

·         Ability to maintain effectiveness under pressure

 This role is exempt from the Rehabilitation of Offenders Act 1974. Successful applicants will be required to provide full details of any previous cautions and convictions that are not defined as protected by current guidance and undertake an enhanced disclosure with the Disclosure & Barring Service upon entry and thereafter every 3 years.
