    Job Description

    In this essential role, you will supervise a team of journey level locksmiths who perform a variety of locksmith duties including installation and record maintenance of master keying systems, and locksmith work on individual lock problems. As the Locksmith Supervisor, you will be hands-on with a strong attention to detail and follow-through. You must be a strong communicator, with excellent interpersonal skills.

    Under direction, supervises, plans, inspects and coordinates the work of subordinate locksmiths engaged in the repair, adjustment and maintenance of all types of locks and locking devices.

    1.  Assigns and supervises the work of locksmiths, inspects work during progress and upon completion.
    2. Assists in the development and advancement of subordinates through training and effective use of employee development program.
    3. Requisitions, receives, inspects and stores equipment and supplies.
    4. Confers with building maintenance personnel regarding work to be accomplished.
    5. Supervises and participates in the installing and repairing of locks, changing lock combinations, opening or removing locks which cannot be opened by ordinary means; devises and adjusts master key systems and installs and maintains all types of locking devices.
    6. May incidentally supervise, inspect and repair or adjust other building hardware such as door checks, latches, panic doors and door closers.
    7. Estimates materials and labor costs.
    8. Maintains simple work records and reports.
    9. Prepares, gathers and maintains records and reports utilizing a computer for data input on work accomplished and materials expended and detailed key codes and records.
    10. Investigates accidents and prepares written reports.
    11. Drives a motor vehicle to transport equipment and tools to various job sites in the performance of job duties.
    12. Interprets, explains and carries out existing methods and procedures pertaining to lock repair and maintenance activities.
    13. Makes regular contact with building maintenance personnel, other departments and outside organizations relating to lock repair and maintenance operations.
    14. May include additional duties as assigned.

    Qualifications

    EXPERIENCE

    1. Five (5) years experience as a locksmith, including at least one (1) year experience at the journey level.
    2. Possession of a current valid Driver License. 

    Desirable Qualifications
    The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred to hiring.

    • Experience supervising highly skilled journey-level locksmiths in the installation, repair and maintenance of locks.
    • Experience on how to maintain and repair existing and exit hardware; developing and maintaining accurate records of master, grand master key and keyless systems.
    • Strong oral communication skills to assist various trade shops in a variety of maintenance work.
    • Strong problem-solving skills and the ability to take initiative and be resourceful.
    • Excellent interpersonal skills with the ability to see multiple perspectives.
    • Strong customer service skills.

    Selection Procedures:

    After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

    Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying)
    Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if applicant possesses the required minimum qualifications.

    Basic Supervisory Exam (BSE) (Weight: 50%) 
    Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g., directing, counseling, guiding, evaluating, motivating, disciplining, developing, and training subordinates, delegation) as well as customer service and reading comprehension. This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review. The Basic Supervisory Exam will be administered either on a computer or paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification. The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time-period, you will not be required to take this test again should you apply and be found eligible for future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent. 
    Note: A passing score must be achieved on the Basic Supervisory Exam in order to continue in the selection process.

    Oral/Performance Examination (Weight: 50%)
    Applicants who pass the Basic Supervisory exam will be invited to participate in an oral/performance exam to determine their relative knowledge, skills, and abilities in job-related areas for 7236 classification which may include, but are not limited to: Knowledge of the design, construction, installation, maintenance, operation, repair and rebuilding of all types of locks, locking devices, panic door devices and door checks; locksmith tools; key code systems; door hardware specifications; safety procedures and ADA requirements; ability to plan, prioritize, assign, train, review work activities of subordinate locksmith personnel, including ability to assist in their professional development through training, coaching and performance evaluation; read blueprints/plans; estimate material/labor costs; write job-related materials such as work reports, accident reports, etc.; speak clearly and effectively, give oral instructions, answer questions and explain work-related information to others, listen and elicit information; interact tactfully and effectively with other personnel, representatives of city departments and the public; safely and legally operate a motor vehicle to visit work sites.

    Transportation Security Administration (TSA) Security Clearance: Candidates for employment with San Francisco Airport Commission are required to undergo a criminal history check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
    Customs Clearance: This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.
    Medical Examination: Prior to appointment, eligible candidates must successfully pass a medical examination to determine their ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirement.

    Eligible List/Score Report:
    A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

    The duration of the eligible list resulting from this examination process will be twelve months, and may be extended with the approval of the Human Resources Director.
