Job Description

POSITION DESCRIPTION:

Under general supervision, performs a wide variety of specialized tasks in support of federally regulated aviation security operations and programs; serves as the primary point of contact for employers and employees acquiring San Francisco International Airport (SFO) ID badges and keys; processes airport badge and security key requests including new issues, renewals and return of inactive ID badges and security keys; collects fees and fines; ensures compliance with Airport Security Program (ASP), local and federal regulations and Transportation Security Administration (TSA) directives and performs related duties as required.

The essential functions of this classification include, but are not limited to, the following:

  • Verify proper identification of an applicant to ensure identity is authentic.
  • Respond to telephone and email requests and in-person customer inquiries in a timely manner.
  • Use a variety of office equipment as required.
  • Verify security background check clearances per SD 1542-04-08R
  • Scan documents into Airport Identity Management System (AIDMS) for airport badges.
  • Utilize Lenel access control system and enroll applicants’ biometric fingerprints for Lenel's access control system.
  • Review and process SFO badge applications for compliance with Transportation Security Administrations (TSA) 1542 guidelines.
  • Validate data entry of applicant's information made by the signatories in AIDMS Badging System and/or fingerprinting database.
  • Verify security training information.
  • Process new, renewal, terminated, lost, and damaged badges and security keys efficiently and correctly into the Airport Identity Management System (AIDMS) as directed by the 49 CFR Part 1542 regulations.
  • Perform fingerprint duties on all airport employees, tenants, vendors, and/or students.
  • Transmit data to Designated Aviation Channeling (DAC) Services on all airport employees, tenants, vendors, and/or students.
  • Receive and process payments of money, fees, and fines such as fingerprinting fees, Airport ID badge fees, vehicle permit fees, and citation fines by using appropriate equipment and/or software.
  • Maintain Airport Identity Management System (AIDMS) database.
  • Notify employees on Criminal History (CHRC) and Security Threat Assessments (STA).
  • Troubleshoot access control errors for airport badge holders.
  • Verify and follow up on CHRC fingerprint results.
  • Maintain and prepare reports on daily fingerprint statistical data.
  • Perform annual Transportation Security Administration mandated 100% and 10% audits.
  • Monitor daily scheduled Computer Based Training (CBT) class sessions.
  • Assist in setting up new companies in the security database.
  • Assist in administering the Security Key Control Program.
  • Provide customer service and effective working relationships in person, by telephone, and/or email regarding information pertaining to Security Access Office operations to a diverse population of customers and staff.
  • Resolve complex customer complaints and issues related to airport badges, access, and payments in a timely manner.

Qualifications

Education

High school diploma or equivalent (GED or High School Proficiency Examination).

Experience

Two (2) years of progressively responsible clerical experience working in a high-volume public contact office environment.

Note: Experience must have included greeting and assisting customers and providing information, preparing and maintaining a wide variety of documents and reports, checking and reviewing documents for completeness, data entry, and performing mathematical computations. Working as a sales clerk or restaurant help does not qualify.

Substitution

Experience Substitution: A recognized clerical training program of 240 hours or the equivalent of 15-semester units in graded clerical college units may substitute for up to 6 months of experience.

Note: One-year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hours work week.)  Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Three (3) years of clerical experience working in a high-volume public contact office environment.
  • Working knowledge of CRF Part 1542.
  • Working knowledge of TSA and FAA rules and regulations.

SELECTION PROCEDURES:

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying)

Candidates will be sent a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position.  The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Written Examination (Weight 40%)

Candidates will be administered a written multiple-choice exam to determine their relative knowledge, skill, and ability level in one or more of the following job-related areas as appropriate. These areas may include, but not be limited to: human relations skills; reading ability; ability to use a computer; organizational ability; knowledge of principles, practices, and procedures of office operations; ability to comprehend and interpret information; ability to evaluate information; ability to use office equipment; written and oral communication skills; ability to maintain records and knowledge of handling and accounting for varying amounts of money.

A passing score must be achieved on the Written Examination in order to continue in the selection process. This is a standardized written multiple-choice examination. In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination.

The scores you achieve on these examinations shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take these tests again should you apply and be found eligible for a future announcement for which these particular tests are used. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Training and Experience Evaluation (Weight 60%)

Candidates will be prompted to complete a supplemental questionnaire as part of the online employment application process. Candidates will be evaluated and scored based on the information provided in their job application, and supplemental questionnaire to determine their possession of the knowledge, skills, and abilities required for position 9234 Airport Security ID Technician. All relevant experience, education, and/or training must be on the supplemental questionnaire in order to be reviewed in the rating process.

Note: A passing score on both the Written Examination and the Training and Experience Evaluation must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score. The department may utilize additional selection procedures to make a final hiring decision. Candidate scores on this examination may also be applied to other announcements involving other job titles when directed by the Human Resources Director.

NOTE: Only those applicants meeting the Minimum Qualifications will be notified of the exact date, time, and place to report to the Written Exam. Applicants who meet the minimum qualifications are not guaranteed to advance through all the steps in the selection process.

Transportation Security Administration (TSA) Security Clearance 

Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening.  Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination.  Failure to obtain and maintain security clearance may be the basis for termination from employment with the Airport Commission.
