Job Description

As the Web Experience & Strategy Coordinator you will oversee the development and maintenance of the Department’s websites and web-based applications, while also defining and evolving the Department’s web content strategy and creating web experiences in alignment with brand and communications goals and industry standards. You’ll leverage your top-notch communication skills to translate functional requirements into technical specifications, support the development of web content, manage web vendors, and advise on City & County technology policies relevant to the Department’s web platforms.

You’ve got the experience and passion to take SF Environment to the next level in our web communications strategies—by extension, increasing awareness, participation and compliance with the City’s environmental programs and policies.

You will be a member of a highly collaborative, four-person Communications team (and larger Outreach & Communications program) that supports a consistent Department voice and brand for targeted messaging to San Francisco’s diverse residents and businesses. These messages are communicated through various channels, including web, email, social media, and events, among others.

What You’ll Do - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.

  • Project manage web development projects and web experiences: own and drive project scoping, timelines and workstreams; relevant meetings and stakeholder updates; feedback alignment and consolidation; and communications
  • Manage vendors and define associated business and technical requirements for deliverables. Keep vendors on time, on budget, and focused on high-quality deliverables that support the department’s goals and meet user needs
  • Develop web content strategy: develop vision and plan to address how content should be crafted and designed for the web, with a view to maintaining and scaling content over time in alignment with communications priorities, user feedback, and industry standards
  • Support staff in adapting, drafting, and/or implementing web-friendly content for campaigns, special projects, and ongoing programs
  • Coordinate and/or lead trainings in Drupal web content editing; provide guidance to staff in effective web communications, content maintenance, and quality assurance
  • Manage site maintenance and security: work with web vendors to ensure  department sites are up-to-date and secure; maintain integrity of information architecture
  • Support the QA process for browser and device testing of new features and content before deployment
  • Regularly analyze, report on, and learn from web analytics to inform decision-making for web-based communications and site optimizations
  • Depending on team needs and future growth, supervise 1-2 entry-level employees

Qualifications

Minimum Qualifications

Education - An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]; and

Experience - One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis, including one (1) year of experience within the last five years managing technology projects through the project lifecycle.

The above minimum qualifications reflect a special condition associated with the position to be filled. They may differ from the standard minimum qualifications associated with this classification.

Substitution - Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

  • Excellent project manager and collaborator with experience working with cross-functional teams and outside agencies
  • Thorough knowledge of Drupal; familiarity with WordPress a plus
  • Experience providing client-side project management for technical implementations (websites, web-based applications) and migrations
  • Able to define, develop, and implement content strategy, including associated framework(s), toolkit(s), and/or guidelines; strong knowledge of SEO and conversion rate optimization
  • Strong understanding of UX, UI, user-centered design and marketing principles to drive best-in-class experience for users; experience using Google Analytics to evaluate performance and guide decisions and recommendations for web strategy and roadmap
  • Ability to communicate effectively in writing and orally to help produce impactful web copy, write business and technical requirements, develop training materials and presentations, conduct training sessions, and communicate with non-technical and technical contributors
  • An understanding of and commitment to equity, inclusion, and diversity concepts

  • Salary Range - $96,512 - $121,420 per year

Selection Procedures

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - After submitting your application and receiving the confirmation email, you will receive an email with a link to the Minimum Qualification Supplemental Questionnaire (MQSQ) This Questionnaire is designed to obtain specific information regarding an applicant’s experience in relation to the Minimum Qualifications for this position as required for the minimum qualifications review. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation (Weight: 100%) - After the application deadline, Candidates who respond to the MQSQ  will be prompted to complete a Supplemental Questionnaire. In order to advance, candidates must complete the Supplemental Questionnaire and it must be submitted before the Supplemental Questionnaire deadline. The information provided on the Supplemental Questionnaire must be consistent with the information on the application and is subject to verification. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed. Applicants must achieve a passing score on the Supplemental Questionnaire Evaluation in order to be ranked on the eligible list.

The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas as described within this announcement. This includes knowledge of: electronic data processing and its applications; database analysis, relational databases and common operating systems; requirements, installation procedures, hardware, software and maintenance of systems; functional requirements, structured systems or procedures analysis, and systems implementation; business applications development; technical writing; network environments. And also the ability to communicate effectively both orally and in writing; establish and maintain good working relations with department personnel, staff, vendors, peers, and management; understand and learn a variety of business procedures and processes; use logic and analysis to solve computer and systems problems; translate functional requirements into technical specifications; analyze and categorize data and information in order to determine the relationship of the data with reference to established criteria/standards; advise and provide interpretation to others how to apply policies, procedures and standards to specific situations; exercise judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable criteria; read and understand professional journals and literature.

After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.

Certification - The certification rule for the eligible list resulting from this examination will be Rule of Seven (7) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List - A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
