Job Description

The Project Manager will provide implementation coordination and technical support in the areas of integrated water resource and rangeland management in Mandera County. This will include planning and management of cross-border natural resources, support protection and reclamation of rangelands, strengthening Integrated water resource management and working with range Councils, NRM committees and local authority in building capacity to effectively mitigate and respond to conflicts resulting from climate change and tri-border sharing of natural resources. The Manager will provide overall administrative and budget management, financial tracking and reporting, results tracking and reporting, contract management and compliance to ensure that services are delivered. The Manager, together with the team will develop the PMF pack, including work plans and M&E plans for effective and efficient delivery of the project activities. The Manager will be responsible for developing effective communication, maintaining partnerships, knowledge management, learning and using innovative methods to report project impacts.

JOB RESPONSIBILITY 1: PROJECT MANAGEMENT - 35%

  • Provide management oversight to the project, which includes, but is not limited to, representing the project in the BORESHA PMU, Technical Working Group and County Climate Change Financing Committee on given schedules to develop an operational strategy and consolidate the design of the various interventions into the project.
  • Liaise with the relevant line county government departments of water, environment and agriculture or any other key departments for the implementation of BORESHA for technical support for the activities related to their service domains e.g. water systems or points’ rehabilitations, capacity building of community members, range management and other related activities.
  • Effectively and efficiently distribute work among the project team staff by ensuring that the  staffing plan takes on board considerations for effective division of labor as well as performance management, and that team work is maintained at all times (especially in relation to staff wellness and support).
  • Lead in the preparation and management of the Project Monitoring Folder (PMF) (Approved proposal, approved work plan, signed contract, approved budget, staffing plan, procurement plan, MEAL plan, communication plan, and update program and financial expense reports) with participation/involvement of the BORESHA TWG and PMU where applicable. This also means producing and maintaining detailed implementation plans, procurement plans, preparing budget tracking and expenditure tools which are reviewed on a weekly basis – all while coordinating closely with key program support team members, especially in procurement and finance.
  • Establish strong working relationships, laying program foundations such as adhering to the Mandatory County and national governments protocols, community entry process, linkages with the relevant platforms and working in the existing clusters such as the Country Climate Change Financing Committee and humanitarian hubs. 

JOB RESPONSIBILITY 2: CONTRACT AND BUDGET MANAGEMENT - 20%

  • Oversee the grants and partnership management implementation, accountability, and compliance to all contractual requirements of the project in conjunction with the Grants team. This includes ensuring full awareness of the EUTF contractual clauses and develop checklist for clauses that are transferable and ensure these are implemented as per conditions in the partners grant agreement.
  • In close liaison with the Award and Sub-Award Manager develop the necessary agreements, contracts, terms of references (TOR) and memorandum of understanding (MOUs) with the county government line departments/ministries and the communities for supports and participation in ensuring technical support and high-quality service delivery mechanisms
  • In collaboration with the Award and Sub-Award team, ensure time-bound conditions are reflected and a tracking list generated 
  • Prepare, revise. and (in a timely manner) operationalize procurement plans for the project with support and guidance support from the CO’s procurement team.
  • Review, in consultation with finance team (and the Communications & Reporting Officer), all project financial reports submitted by finance on a monthly basis while providing timely feedback on all aspects to  enhance proper and efficient utilization of project funds, analyzing budget burn rates against planned activities/expenditure plans.
  • Prepare and manage project assets and inventory held by CARE and partners as per the EUTF requirements and CARE policies and regulations – working closely with operations/program support teams.
  • Support and coordinate preparation for audits annually in consultation with finance department.

JOB RESPONSIBILITY 3: PROGRAM QUALITY, KNOWLEDGE MANAGEMENT AND LEARNING - 20%

  • In collaboration with the PQA&L Manager and MEAL Officer facilitate the development of sound monitoring and evaluation systems to ensure development of a comprehensive MEAL Plan, Detailed Project Implementation Plan, Performance Measurement Framework and Operational Plan together with the Project team. 
  • Support in the development of action plan for operationalization of the MEAL plan for Project. Support in mentorship of the MEAL staff in the development and execution of the MEAL system.
  • Support and/or review MEAL reports and programmatic reports in accordance to contracts and develop a system for validation of information, working closely with the PQA&L Manager and Reporting & Communications Officer.
  • Organize and oversee field technical and monitoring visits and supporting plans for ongoing monitoring and evaluation project activities. Develop management project progress update reports.
  • Institute a learning agenda, develop and implement to promote a culture of learning, information sharing, dialogue, and critical analysis, intended to improve quality of programming, adoption of good practices, and influencing policies and practices at scale.
  • In collaboration with PQA&L manager contribute to development and execution of the Country Office communication and Visibility Strategy. (internal and external)
  • Prepare & share project success and learning in relevant national and regional forums (external to CARE)
  • Ensure the proper archiving of all project data/documents on the CARE Kenya server/archives, respecting project cycle minimum standards.
  • Responsible for ensuring proper compliance related to and reporting for all required REACH & PIIRS data for the project. 

JOB RESPONSIBILITY 4: RESOURCE MOBILIZATION AND PARTNERSHIP - 20%

  • Support preparation of concept notes and proposals working closely with the ACD- Programs and Program Quality Manager and respective technical team/ advisors.
  • Support CO effort to position for new business opportunities by capturing and documenting best practices for increased visibility and strategic partnership.
  • Scope out existing opportunities in areas of expertise to allow program growth and sustainability. 
  • Lead in the mobilization of resources for the implementation of projects by developing partnerships with existing sources of funding, international conventions and donors.
  • Explore possibility of leveraging CARE funds/resources with other external funds such as devolved funds from local government, private sector and other related public private partners in order to achieve high impact and synergies.
  • Support CARE resource mobilization aligning with CO program strategy and growth/ sustainability plan.
  • Collaboratively work with the Strategy & Partnerships Director and the ACD-P on all resource mobilization plans for the CO for guidance support & layering effort.
  • Support the exploration and negotiation of external partnerships ensuring that opportunity is identified at local and national levels and beyond. Including private sector and new emerging avenues/ opportunities (non- traditional funders)

JOB RESPONSIBILITY 5: ANY OTHER DUTIES - 5%

  • Supervise project staff, while ensuring that they fully understand their responsibilities, work as a team and deliver on their tasks in a timely manner.
  • Ensure project staffs have detailed implementation plans and these are reviewed and updated regularly with feedbacks provided on areas requiring improvements. 
  • Guide, supervise, coach, manage, mentor, provide leadership and support to the project staff on a day to day basis to meet program tasks and responsibilities, to deliver within contractual obligations. 
  • Support hiring of competent project staff and orient them in a timely manner to implement in line with contractual obligations and CAREs policies and procedures.
  • Support project staff performance management process by guiding in setting the Performance goals, plan and align performance check ins for purposes of strengthening their performance and the performance of the project and undertake staff performance management appraisal in line with JD and project & CO program delivery requirements on a timely manner. 
  • In a timely manner notify and consult the supervisor and human resource department and CAREs management on any staff concerns related to their conduct, performance, confirmation, and disciplinary issues while ensuring that policies and procedures are adhered to.
  • Any other responsibilities assigned by the supervisor.

Qualifications

  • Bachelor or Master’s degree in Natural Resources Management (NRM) with advanced skills in training and Organizational Development
  • Excellent understanding of rangeland management and sustainable environment
  • At least 3 years’ experience in working with environmental institutions
  • Experience in the development of legal frameworks in the environment sector
  • Strong training and facilitation skills evidenced by at least 5 years’ experience in institutional strengthening
  • Excellent assessment, planning, and training experience
  • Excellent facilitation skills, and proven ability to develop and manage trainings for various audiences
  • A strategic thinker, Strong negotiation skills
  • Team player, who is able to develop strong collaborative relations with a wide and diverse range of stakeholders
  • Excellent writing and reporting skills

Additional Information

AUTHORITY:

1. Spending Authority:      

Spending up to a maximum of Four hundred Thousand Shillings (Kshs.400,000.00) as stipulated in the CARE financial policy.

2. Supervision:
The incumbent supervises the positions of a Livelihood & nutrition Officer, ICT officer, Gender Officer, Project Driver and Office Help. A program staff Organo Chart will be developed to illustrate on the levels of interactions and supervision of the larger program team.
