The Office of Emergency Management (OEM) works to mitigate, plan, and prepare for emergencies; educate the public about preparedness; coordinate emergency response and recovery efforts; and develop tools and identify resources to support the overall preparedness of the City of Philadelphia.

Job Description

The Public Health Logistics Lead will manage a range of functions and team members with assigned focused areas to ensure the effective provision of facilities, equipment, materials, personnel, and other resources for public health preparedness and operations. This management role will ensure daily tasks are completed and integrated across all public health functions and will also work in a strategic way to best position the program for a high level of availability. The Logistics Lead will liaise and negotiate with many external stakeholders to accomplish joint goals. The focus will be the strategic implementation of resource support and will at times require hands-on intervention to problem solve. Work locations may include the Disaster Logistics Site, vaccine or testing clinics, isolation and quarantine sites, the Medical Examiner’s Office, or transporting people and things in the field.

 

The Logistics Lead will oversee physical preparedness and operations, ensure that contracts and agreements are in good order, and will conduct other planning activities for the sustainment of the program. The Lead will be responsible for measuring performance and adjusting strategy and tactics in order to meet the program demands. The Lead will have full latitude to design, implement, evaluate, and sustain necessary systems and processes in the management of the program.

 

The Lead will spend the majority of time meeting with stakeholders, preparing correspondence and other written materials, and will occasionally be required to perform the associated tasks of the program. In addition to internal stakeholders, the Lead will work closely with the City’s Department of Public Health, Law Department, Office of Risk Management, Procurement, and Recovery Office. The job requires a highly motivated, team-oriented individual who can lift, lower, and slide up to 70 pounds. Candidates with commercial driver’s licenses, forklift certification, experience performing parcel delivery, working in a warehouse, or setting up and tearing down temporary sites, are highly desired.

 

Essential Functions

 

  • Lead the logistical functions of the OEM COVID response in coordination with public health and city partners; this includes, but is not limited to, the following functions: manage the supply chain of goods required for the COVID response; organize the OEM warehouse to optimize COVID logistics functions; oversee that goods are appropriately labeled and tracked; and ensure that distribution of goods is planned out efficiently.  
  • Ensure that field site identification, assessment, and management occur (e.g., sites may include community vaccine clinics, testing sites, and so on.)
  • Ensure that resource requests are responded to in a timely manner, that inventory and the warehouse is managed, that delivery schedules are maintained, that the assigned fleet is in good order, and that team members deliver a high-quality service in the field.
  • Directly supervise up to three staff responsible for site and field operations.
  • Perform program management tasks; set program goals and objectives; identify and deploy resources; maintain accountability for associated work;
  • Ensure team members are trained to perform the work, and to use appropriate safety and security guidance.
  • Document plans, policies, and procedures based on best practices and research.
  • Work directly with peer stakeholders and community members outside of the Office to accomplish joint goals.
  • Maintain regular communication with staff and leadership about objectives, challenges, and accomplishments.
  • Oversee all public health initiatives for the Office that require operations in the field.
  • Represent the public health logistics function at all meetings and provide information for all requested reports.
  • Respond to all inquiries in a timely manner.
  • Work closely with the Office’s Logistics Manager to maintain situational awareness on projects unrelated to public health preparedness.
  • Identify solutions to identified needs.
  • Perform other duties as assigned.

Qualifications

Education and Experience

  • Bachelor’s degree is preferred
  • Three (3) or more years’ experience performing the outlined or similar tasks
  • Three (3) or more years’ experience managing personnel is preferred
  • One (1) or more years’ experience in public health, emergency management, or a related field
  • Experience interpreting and executing federal and state guidance is preferred
  • Experience coordinating large groups in collaborative, long-term efforts is preferred
  • An equivalent combination of education and experience in a related field will be considered with approval by MDO-OEM and the Office of Human Resources
  • Familiarity with the City of Philadelphia is preferred.

 

Licenses, Registrations, and Certification

  • Possession of a valid proper class motor vehicle operator’s license issued by the Commonwealth of Pennsylvania within six months of hire. Commercial driver’s license is preferred.
  • Successful completion of FEMA Independent Study courses (IS 100.a, 200.a, 700.a, and 800.b) within first month of appointment.
  • Candidate will have access to secure public safety information.  All selected applicants must undergo and successfully complete a background investigation as a condition of placement in this position.

 

Other requirements

  • Work may entail nights, weekends, and holidays with advanced notice.
  • OEM personnel are essential, requiring work during states of emergency or other city closures.
  • OEM personnel are required to serve periodically in an on-call capacity which may require the following conditions of work: work outside of typical business hours or for extended periods of time; work during states of emergency; work in a field environment, in a 24/7 watch center, or during activations of Philadelphia’s Emergency Operations Center (EOC). Example on-call work environments include, but are not limited to, scenes with the following conditions: materials that are on fire; utilities that are compromised; compromised structures; scenes near hazardous materials storage that may be compromised; scenes in congregate living settings, or in or near crowds; scenes near downed vegetation or other debris; or scenes near flooding and water-damaged materials. All work is performed while donning a level of personal protective equipment that 1) is recommended by the incident safety officer and 2) for which OEM personnel have received training. Example on-call response tasks include, but are not limited to, the following: working at a computer or with a portable tablet; observing and documenting conditions remotely or in the field; staffing an incident command post; communicating with responders or survivors; operating vehicles up to your licensed class; staffing facilities for survivors; transporting materials; being near a site where a serious injury or loss of life has occurred; sitting, standing, walking, climbing, crawling, or lifting or carrying materials.
  • All OEM personnel are “emergency managers first.” During times of disaster, work assignments, schedules, and reporting structures may be altered to meet the incident objectives.
  • Full-time residency within the City of Philadelphia geographic boundaries required within six months of hire.  There are no exceptions to this policy.
  • Ability to physically perform the duties during and outside of normal business hours.
