Job Description

Under direction, the Planner III performs complex and responsible planning work in areas such as land use, zoning, urban design, economic development, housing development, environmental planning, open space and recreation, code enforcement, historic preservation, real estate, waterfront planning, airport planning, park planning, natural resource management, emergency planning, or other related planning fields.

Examples of essential functions of this job include, but are not limited to:

  • Supervises, assists, and/or develops and implements planning policies and procedures
  • Compiles, analyzes and interprets complex technical, physical, social, economic, and statistical data for urban policy development, planning projects, zoning, permit and subdivision application review, open space & recreation planning, historic preservation, environmental review, property management, land management, natural resources and/or other legal requirements.
  • Studies and makes recommendations on complex zoning and land use issues; makes recommendations to the appropriate decision-making boards, and coordinates required notification and other processes.
  • Supervises, designs, and prepares graphic presentations including maps, reports, plans, PowerPoint (or similar presentations) charts, models, sketches and graphs to illustrate and analyze planning and development concepts.
  • Reviews and/or coordinates the Federal, State, and Local environmental review and permitting processes, including coordinating various stakeholders and integrating required data and documents; for Emergency Planning Work, this include review and/or coordinate the Federal, State, and Local Emergency Planning standards and guidelines, including coordinating various stakeholders and integrating required data and documents.
  • Supervises and reviews the work of subordinates engaged in the performance of professional and sub-professional level planning work; oversees consultant planning work
  • Manages planning projects and/or emergency response exercise for a City Department; lead team projects.
  • Prepares clearly written, concise staff reports and documents that are understandable to the general public; prepares (or assists in the preparation of) reports and planning studies; provides information on planning policies, practices and procedures.
  • Coordinates with other city and governmental agencies on planning matters; reviews documents prepared by other government agencies, such as environmental impact reports, policies, legislation and/or emergency plans.
  • Reviews and evaluates various development and land use applications, considering all relevant legislation, plans and policy.
  • Represents the Department/Agency to government officials, community groups, developers, business organizations and the general public.
  • Develops, manages and coordinates internal and public outreach for Department/Agency policies, plans or initiatives.
  • Interprets and explains legal, technical and procedural aspects of planning work to agencies, commissioners, government officials and members of the public.
  • Reviews submitted architectural/site/landscape/engineering plans (e.g., site plans, floor plans, exterior elevations; structural plans; etc…); assesses and critiques against design-based criteria.


Planner III’s may be required to attend meetings or participate in work-related activities outside of normal working hours (evenings and weekends) in various community locations. Some positions may require possession of a valid driver license, and may require specialized experience in order to perform department-specific planning duties.

Qualifications

Minimum Qualifications

  • Possession of a baccalaureate degree from an accredited college or university AND four (4) years (8,000 hours) of verifiable full-time-equivalent experience in an urban, city, regional and/or other related planning environment (such as transportation planning, environmental planning, architecture or urban design);

    OR
     
  • Possession of a master's degree from an accredited college or university in City, Regional or Urban Planning, or a closely related field such as Architecture, Landscape Architecture, Geography, Urban Studies or Environmental Studies AND two (2) years (4,000 hours) of verifiable full-time-equivalent experience in an urban, city, regional and/or other related planning environment (such as transportation planning, environmental planning, architecture or urban design).

Selection Procedures

Minimum Qualifications Supplemental Questionnaire (Qualifying):
Applicants are required to complete a Minimum Qualifications Supplemental Questionnaire (MQSQ) as part of the online application process. The purpose of the MQSQ is to obtain specific information regarding an applicant’s education, experience and training in relation to the Minimum Qualifications for this position. It is essential that an applicant provide complete information in identifying their education, experience and training. The MQSQ will be used to evaluate if an applicant meets the minimum qualifications.

Supplemental Questionnaire (Weight: 100%):
Qualified candidates will be sent a Supplemental Questionnaire via email to complete and return. The Supplemental Questionnaire is designed to determine relative knowledge, skills and ability levels in job related areas which may include, but not be limited to: 

  • Oral Communication - ability to effectively develop, and orally present clear and concise information to staff, officials and members of the public.
  • Problem Solving - ability to effectively move projects through various stages of the planning process by performing research and develop solutions; the ability to identify a problem, develop and implement a plan to move the project to completion.
  • Human Relations - ability to communicate and work effectively with staff and representatives of businesses, interest groups, organizations, and/or public officials.
  • Computer Skills - ability to use a computer to research, extract and process information, manage data and prepare correspondence, written reports, and other graphically dependent documents.
  • Written Communication - ability to effectively develop, write, and present clear and concise information to staff, officials and/or members of the public.

The Supplemental Questionnaire will account for 100% of the total weight of the final score.

A passing score must be achieved on all components of the selection procedures in order to be placed/ranked on the score report. The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of Seven (7). Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
