The San Francisco Department of Public Health Behavioral Health Services Division is accepting applications for an Assistant Director of Children, Youth, and Families System of Care (0922 Manager I).

Job Description

POSITION DESCRIPTION:  Under direction of the 0933 Director of Children, Youth and Families System of Care (CYF SOC), the 0922 Assistant Director position serves as the manager over a portfolio that includes various functions such as CYF's practice improvement and analytics, quality/process improvement (LEAN), family-centered care, comprehensive psychological testing, and racial equity and organizational healing activities. The incumbent will ensure deployment of best clinical practices serving children, youth, and families across CYF and in coordination with our system partners, including the development of specialty clinics in the system and innovation of current practices. The position will support visioning for the CYF Leadership Team and System of Care, strategic planning, contracts management, represent CYF in cross-county stakeholder meetings and collective impact efforts, and manage CYF grants and research/evaluation partnerships.

ESSENTIAL DUTIES: The Assistant Director, Children Youth and Families System of Care (0922) performs the following essential job functions:

  1. Manages practice improvement and analytics, quality/process improvement (LEAN), family-centered care, psychological testing, and clinical psychologist functions. Manages programs, operational activities, or projects of assigned section or program area.
  2.  Assigns and monitors subordinates with job tasks and coaches to improve performance.
  3. Secures grants and funding to support CYF work including searching and applying to Federal/State grants. Oversees grants management activities and contracts that result from these efforts.  Participates in budget development by providing detailed justification and persuasive arguments for proposals.
  4.  Fosters collaboration and coordination among sub-units including ensuring the deployment of best clinical practices serving children, youth, and families across CYF and in coordination with our system partners (SFUSD, HSA, JPD, First 5, DCYF, OECE); participates in the service delivery system coordination and planning, problem solving, and policy development of assigned modalities of care within the SOC. 
  5. Communicates regularly with management regarding CYF SOC activities and coordinates efforts with other City departments in addressing the needs of the City and County of San Francisco; coordinates with other managers to meld operations into an orchestrated delivery system to accommodate City-wide needs and direct the allocation of limited resources to achieve timely outcomes and measurable goals.
  6. Oversight of federal and state level initiatives and legislation that advances practices for families across the department and city. 
  7.  Assists with the development of protocols, policies, procedures, and other assignments related to the development and coordination of practice improvement and CYF infrastructure needs.
  8. Manages the development and expansion of practice improvement and family-centered care functions and specialties within CYF SOC. This includes specialization of clinical psychologists within the CYF civil service clinics. Assists in developing and implementing operational policies to ensure efficient operations.
  9. Supports workforce development and training efforts that enhance the CYF system of care including TIS and racial equity practices.

The Assistant Director of Children, Youth, and Families System of Care (0922 Manager I) performs other duties as assigned or required

Qualifications

MINIMUM QUALIFICATIONS:

  1. LICENSE: Possession of a valid clinical license in the State of California as a Licensed Psychologist;

    AND
     
  2. EXPERIENCE: Five (5) of post-licensure professional experience in behavioral health services delivery.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

SELECTION PROCEDURES

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire by email after your submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information identifying their education, experience, and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supervisory Test Battery (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.  

Supplemental Questionnaire Exam (Weight: 60%) Candidates who achieve a passing score on the Supervisory Test Battery (STB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: knowledge of principles, practices and techniques of program planning, program development and evaluation, knowledge of grants management and contract development and oversight, technical skills such as qualitative and quantitative data analytic skills and quality improvement models and tools, interpersonal skills, experience with services for people with behavioral disorders, ability to build coalitions and direct subordinates. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses. Candidates must achieve a passing score on the SQ in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. A passing score must be achieved on each of the above-described exams in order to be included on the confidential eligible list. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.  

Eligible List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Program Director. 

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
