About WWE Collection System Division 

The WWE CSD is a team of over 100 staff, working out of three operating bases, who make sure that the residents and business of San Francisco have safe, reliable, and efficient wastewater and stormwater utility service 24 hours a day, 365 days a year.  This team is responsible for the operation and maintenance of  one of the  largest and most complex combined wastewater and stormwater systems in the nation, collecting and conveying up to 70 MGD of dry weather wastewater flows and up to 600 MGD of combined stormwater and wastewater in wet weather.  CSD leads the City's flooding and wet weather response, acting as Incident Command to coordinate city wide operations and ensure public safety during storms. CSD's organizational units include Technical Services and Asset Management,  Operations,  and Industrial Pretreatment.  The diverse staff mix  include truck drivers, sewer service workers, engineers, technicians, GIS specialists, managers, and administrative analysts.  The culture of CSD is characterized by teamwork, collaboration, professionalism, and continuous improvement.  CSD is at the vanguard of SFPUC's infrastructure asset management efforts, adopting industry best practices in asset management to complete 15 miles per year of gravity sewer R&R, including increasing use of trenchless construction. Over one billion dollars in collection systems infrastructure reinvestment is planned the next decade, which promises to be a transformative one for CSD and SFPUC.

Job Description

The Collection Systems Division Manager reports to the Assistant General Manager (AGM) of Wastewater Enterprise (WWE) and is responsible for leading a team of over 100 staff to maintain and operate the City of  San Francisco's combined sewer and storm water collection and conveyance system;  oversees a $30 million annual operating budget and over $100 million annual capital budget; strategic planning for O&M, asset management,  budgeting, personnel, emergency planning, regulatory compliance, and inter-departmental coordination activities. 

Essential functions:

  1. Develops and implements division goals, objectives, policies, and priorities; determines service levels and resource allocation.
  2. Monitors the work of and coaches subordinates to improve performance.
  3. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address existing major departmental priorities.
  4. Plans, organizes, directs, controls, and reviews the operation of major departmental functions and activities.
  5. Monitors the efficiency and effectiveness of the departmental organization structure, staff assignments, service levels and administrative systems; identifies and analyzes opportunities for improvement; implements improvements.
  6. Communicates regularly with executive-level management regarding the Division’s activities and coordination of efforts with other City departments in addressing the needs of the City; represents the Division and WWE before legislative boards, outside organizations, mayor's office staff, and the media.
  7. Assesses and responds to community needs; provides consultation and advice to boards, committees, and representatives from federal, state, and local agencies.
  8. Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives. Implements and closely monitors operating and capital budget expenditures for a major area of responsibility typically including interdepartmental workorders and budgets across City departments
  9. Performs other related duties as required.

Qualifications

EDUCATION:  Possession of a bachelor’s degree from an accredited college or university; AND

EXPERIENCE:  Six (6) years of management and supervisory experience in the operations and/or maintenance of a water or wastewater utility, including field operations of a wastewater collection or water distribution system

SUBSTITUTION: Additional experience as described above may be substituted for the required degree on a year-for-year basis.  One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

 Desirable Qualifications:

  • Experience managing teams responsible for the operation and maintenance of large and complex municipal utilities serving more than 100,000 population service area
  • Experience working with multiple represented labor groups
  • Experiencing developing and overseeing complex operating and capital budgets greater than $25 million
  • Familiarity with and experience in implementing the AWWA/WEF 10 Attributes of Effectively Management Utilities
