Job Description

Appointment Type:  Permanent Exempt.  In accordance with the San Francisco Charter Section 10.104, exempt employees serve at the discretion of the Appointing Officer.

Salary Range (effective 1/8/22):  $167,102 to $213,278 annually 

Position Description
Reporting to the General Manager and the Director of Operations, the Superintendent of Recreation and Community Services directs and manages fully one-half of the Recreation and Park Department’s mission – Public Recreation.  This position oversees citywide service delivery of recreation programming and facility management of 25 full-service recreation centers, 9 aquatic centers and several neighborhood clubhouses.  This position plans, organizes and directs the operations of recreation programs, opportunities, and services for all age cohorts through over 100 permanent recreation staff (Recreation Managers, Recreation Supervisors, Recreation Coordinators, Recreation Specialists, Recreation Facility Assistants, aquatics staff and more) and delivers these programs to the public through hundreds of As-Needed recreation staff.

Essential Duties and Responsibilities:
1. Providing direction and leadership to the managers of our recreation core competencies (Aquatics, Cultural Arts, Community Services, and Sports and Athletics) and assisting them in their development and delivery of a broad range of recreational activities.

2. Providing direction to staff by designing recreation program standards, establishing performance objectives, and evaluating accomplishments.

3. Tracking and analyzing recreation trends and community recreation needs.

4. Analyzing and making recommendations on improvements to recreation services.

5. Preparing management objectives and the division budget.

6. Formulating, recommending, and implementing departmental policy.

7. Representing the Department in meetings with community organizations, government agencies, boards, and commissions.

8. Performing related duties as required.
 

Qualifications

1. Bachelor’s degree from an accredited college or university in Management, Business, Recreation, or related field.

2. Six (6) years of managerial experience of which all must include supervisory responsibility in the recreation field, preferably public recreation.

Substitution:  Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).  One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units.

Desirable Qualifications:

  • Extensive knowledge and expertise in effective organization management, human resources administration, budget planning and execution.
  • Demonstrated facility management experience.
  • Ability to meet and deal effectively with public officials, outside organizations, community groups and public.
  • Demonstrated experience in incorporating volunteers in the delivery of recreation programming.
  • Ability to communicate effectively orally and in writing with staff, the public and city agencies.
