The Committee on Information Technology (COIT) is a division under the City Administrator with the City Administrator currently serving as the Chair of the committee. As San Francisco's technology governance and policy making body, COIT provides a forum for City leadership to coordinate and collaborate to make citywide technology decisions. Through regular public meetings, COIT is also a vehicle to share with residents and the public the state of technology in the City. In addition to managing COIT as a policy body, COIT staff work with departments and policymakers to help transform local government services by supporting modern technologies and the adoption of user-centered design. Appointment Type: Permanent Exempt (PEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Job Description

The position serves as the Director for COIT.  The Director works closely with the Chair of the COIT and reports directly to the Deputy City Administrator.

As one of the City’s IT leaders, the position’s primary duties include, but are not limited to:

  • Lead creation of the five-year ICT Plan required by Administrative Code 22A.6 to be updated biennially and submitted to the Mayor and Board of Supervisors;

  • Oversee and/or track strategic initiatives which are approved in the ICT Plan, including Digital Transformation, Digital Equity and Shared Services;

  • Organize meetings and lead discussions with various city stakeholders, including City Administrator, Mayor’s Office, City CIO, and department heads, to discuss ways to implement strategic initiatives;

  • Oversee planning and facilitation for monthly meetings of COIT and its subcommittees to provide for efficient and meaningful discussions;

  • Manage COIT operations and staff members to fulfill COIT’s mission, implement strategic objectives and support an efficient and effective policy body;

  • Draft presentations and other supporting documents for COIT meetings and other IT discussions as needed;

  • Plan, review and evaluate proposed IT projects from city departments as part of the annual budget process to prioritize and fund IT projects; Work with the Mayor’s Budget Office and other senior policymakers through the review process to make recommendations for COIT review and approval;

  • Monitor and provide guidance for major IT projects through project Steering Committee participation and regular interaction with project leads; oversee analysis of project performance

  • Support citywide privacy and surveillance initiatives including the Surveillance Technology Policy and Impact Reports required by Chapter 19B of the San Francisco Administrative Code;

  • Review city department roadmaps for digital transformation and report on the City’s progress in redesigning services to be universally accessible;

  • Support the COIT Chair as needed

Qualifications

  1. Possession of a bachelor's degree from an accredited college or university; AND

  2. Four (4) years of verifiable progressively responsible administrative, project management, and/or policy experience.

Desirable Qualifications

  • Possession of a master’s degree from an accredited university in public policy, administration, planning, law, or finance.

  • Experience in managing complex projects or budgets; and producing reports, draft policies, strategic planning documents, and recommendations for policymakers, boards, department heads, or executive level managers.

Compensation:  $124,072 - $158,366 annually
