Company Description

This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.

The San Francisco Department of Public Health (DPH) is accepting applications in class 7342 Locksmith to fill one (1) full time permanent civil service position located at Laguna Honda Hospital (LHH). The eligible list resulting from this recruitment may be used to fill future vacancies at other locations within DPH.

Job Description

Under general supervision, the Locksmith performs skilled work identifying, installing, maintaining, adjusting, repairing, fabricating, rebuilding, replacing, updating and retrofitting lock cylinders, combination locks and other institutional hardware.

The essential job functions include the following:

  • Identifies, installs, maintains, adjusts, repairs, fabricates, rebuilds, updates, retrofits and replaces lock cylinders and combinations on safes and locks, including ADA-approved locks and other institutional hardware;
  • Uses hand and power tools to open, fabricate, install, or repair locks;
  • Installs, adjusts, services, and repairs exit door hardware, hinges, overhead and floor closers, door hold-opens, coordinators, and mechanical, electric and electronic access controls;
  • Opens locks when keys or combinations are inoperable and extracts foreign objects from keyholes;
  • Selects key blanks, using knowledge of key codebook, to fabricate or duplicate keys;
  • Devises and installs master key systems by numeric progression to create levels of security;
  • Maintains key records and security of duplicate keys using master key system;
  • Communicates orally and in writing to explain methods and procedures related to locksmith operations, work requests and supplies needed;
  • Uses a two-way radio, cell phone or pager;
  • Maintains a clean working environment in the shop and mobile van unit;
  • Drives an automobile, van, or light truck to various locations to provide locksmith service;
  • Uses a personal computer to store and retrieve key codes in database, to keep inventory of supplies, to prepare reports of time worked and materials expended and to communicate via email and memoranda.

The Locksmith also performs other related duties as assigned

Qualifications

  1. Experience:  Four years of journey-level experience as a locksmith; AND
  2. License: Possession and maintenance of a valid class "C" driver license and good driving record.

NOTE: Experience must include experience identifying, installing, maintaining, adjusting, repairing, fabricating, rebuilding, replacing, updating and retrofitting lock cylinders, combination locks and other institution hardware.

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying
work experience is based on a 40-hour work week). Any overtime hours that you work
above 40 hours per week are not included in the calculation to determine full-time
employment.

SELECTION PROCEDURES:

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying):
Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire that will be emailed. Applicants will be required to respond to the MQSQ in the time frame indicated, and submit their answers as directed.

Written Examination (Weight: 100%)
Candidates that meet the minimum qualifications will be invited to participate in an in person examination designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: Knowledge of design and construction of locks and related hardware; Knowledge of tools and equipment used in locksmith work; Knowledge of ADA approved locking devices and related hardware; Knowledge of safety procedures such as occupational hazards and procedures for accident prevention; Ability to work with a pin that is 1/8 inch or less in diameter, and to possess visual acuity necessary to see inside a dark cylinder; Knowledge of key code systems used to generate master keys; Ability to use hand and power tools; Ability to operate, hear and communicate using a two-way radio, cell phone and pager; Interpersonal ability; Oral communication; Computer ability; Written communication; Ability to operate a motor vehicle; and/or Ability to lift up to 120 pounds with assistance.

Candidates must achieve a passing score in order to continue in the selection process.
Candidates will be placed on the confidential eligible list/score report in rank order according to their final score.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director. Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
