The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

The Port of San Francisco has many internationally recognized landmarks such as Fisherman’s Wharf, Pier 39, the Exploratorium, the Ferry Building and Oracle Park, home of the San Francisco Giants baseball team. With its unique and historic properties, the Port is home to a variety of tenants and uses. The Port Commission over the last five decades has led a remarkable transformation of the Port; maintaining its industrial maritime heritage while developing new uses, including commercial and public activities, that have helped San Francisco remain one of the most visited and popular cities on the globe.

The Port of San Francisco's Waterfront Resilience Program (WRP) will take actions to reduce seismic and climate change risks that support a safe, equitable, sustainable, and vibrant waterfront.

The Port manages a diverse maritime, commercial and recreation portfolio and is steward of the Embarcadero Historic District, home to treasured public assets. The waterfront receives more than 24 million visitors annually. The Embarcadero Roadway includes backbone infrastructure owned by the SFPUC, SFMTA, Public Works and private utilities and is vulnerable to near-term risks including flooding near the Embarcadero MUNI tunnel and lateral spreading and subsidence of the roadway and utilities from Fisherman’s Wharf to Oracle Park.  The Port’s Southern Waterfront from Mission Creek to Heron’s Head Park is home to the Port of San Francisco’s maritime industry which provides jobs that are crucial to the long-term economy of the waterfront.

The life safety and emergency risks to the waterfront demand urgent attention. The Port just concluded a Multi-Hazard Risk Assessment (MHRA) to examine the impacts to Port, City, regional and privately-owned assets and infrastructure from a variety of potential seismic and flood events for the 3 miles of Embarcadero Seawall, from Fisherman’s Wharf to Mission Creek. The Port is also working with USACE on a general investigation of flood risks to the Port’s entire 7½ mile jurisdiction (the Flood Study).

Job Description

Under direction from the Waterfront Resilience Director, the Deputy Program Manager - Planning will be responsible for the following:

  • Lead an integrated Port and consultant team to deliver the Ports adaptive plan to make our iconic waterfront more resilient to flood and seismic risks into the next century and beyond.
  • Ensure interdivisional participation in development of the Port-wide Resilience Framework and provide a staff link to the Port Planning & Environment Division.
  • Lead coordination with other City departments and Port divisions and community engagement in coordination with Port communications team.
  • Oversee development of the Adaptation Design Guidelines.   
  • Coordinate with the Waterfront Resilience Director and the Deputy Program Manager – Design and Delivery to recommend project selection for Phase 1 based on established Program goals, objectives and criteria.
  • Lead plan formulation for the Port and City in the USACE Flood Study, including work with USACE to select alternatives for further study.
  • Co-lead engagement with City departments and affected agencies to ensure Citywide acceptance of the National Economic Development and/or Locally Preferred Alternatives.
  • Support the environmental review and permit process for the USACE Flood Study and WRP Program.

 

Qualifications

Possession of a bachelor’s degree in engineering, architecture or planning plus six (6) years of responsible engineering, architectural, or construction management experience; OR

Possession of a bachelor’s degree in another field, plus eight (8) years of responsible experience in a field directly related to the project; OR

Ten (10) years engineering, architectural, or construction management experience in a field directly related to the project; OR

Valid California Registration as a Professional Engineer or Architect, plus two (2) years of project coordination experience, and two (2) years years of project coordination experience for major architectural, engineering or construction projects or resident engineer experience.

Additional Information

The ideal candidate will have knowledge and experience in urban, city, regional, and/or related planning such as resilience planning, transportation planning, environmental planning, architecture or urban design, with a particular focus on marine and coastal environments. You will have experience working with other agencies, project management and the public, including the federal, state and local agencies with jurisdiction over San Francisco Bay and waterfront lands. Experience working on plan formulation for U.S. Army Corps of Engineers general investigations of coastal flood risk is preferred.

This candidate will possess great interpersonal skills to tactfully interact with direct reports, Port colleagues, other City staff, regulatory agencies, policymakers and the general public. You will also understand the importance of working cooperatively as a senior level member of Waterfront Resilience Program staff, and achieving positive, productive engagement with various project teams, across all Port divisions and with other City departments.
