The staff designs and manages construction of civic buildings and streets; cleans and greens the right of way; maintains civic buildings; manages multi-million-dollar bond programs; trains people for jobs; keeps the right of way free of hazards; paves the roads; repairs bridges and public stairways; expands accessibility and works at the forefront addressing some of San Francisco’s biggest challenges, including homelessness. The Finance and Administration Division serves as the backbone of the department with an administrative portfolio that provides budget, capital planning, analytical, performance management, contract administration and information technology support services.

Job Description

The San Francisco Public Works Deputy Director for Financial Management and Administration functions as the Chief Financial Officer and serves as a critical leader in one of the City’s most vital and complex municipal departments.

You will report to the Director of San Francisco Public Works and serve on the executive team, leading the Office of Financial Management and Administration (OFFMA). In this role, you will oversee the department’s Finance, Budget and Performance; Business Services; and Information Technology teams. This office supports the department’s 1,600-plus workforce with a $360 million annual operating budget and an active capital portfolio that exceeds $3 billion.

The Deputy Director is hands-on, working closely with Public Works leadership from the Building Design and Construction; Infrastructure Design and Construction; and Operations divisions, as well as the Director’s Office. Key partnerships include the Mayor’s Office, Board of Supervisors, other government agencies and external stakeholders.

The position requires a deep understanding of government operations, finance and policy to make measurable, informed decisions that will help the department match resources with the City’s evolving needs. The ideal candidate will be able to identify and assess shortcomings and opportunities, offering both innovative and tested solutions to achieve optimal outcomes through a racial equity lens.

The key responsibilities in this role will include:

  • Overseeing three sections: Finance, Budget and Performance; Business Services; and Information Technology, with approximately 115 staff
  • Overseeing the preparation of the Public Works’ annual budget
  • Directing the development and implementation of the department’s strategic plan
  • Monitoring the organizational structure, staff assignments, service levels and administrative systems required to accomplish Public Works’ mission and objectives
  • Overseeing the operation of the division functions, activities and programs; setting objectives; and monitoring the performance of subordinate managers
  • Serving as a member of the 24/7 emergency response team for Public Works in the Department’s Emergency Operations Center

Qualifications

Technical/Knowledge Skills

  • Demonstrated strong managerial skills to lead and motivate a dynamic and diverse professional workforce
  • The ability to communicate clearly, both verbally and in writing, with a diverse group of policymakers and public officials, both internal and external to the department

Minimum Qualifications:

Education

A bachelor’s degree in business administration, public administration, accounting, economics, finance or a closely related field from an accredited college or university.

Experience

Six (6) years of progressively responsible administrative/management experience, all of which must include supervisory/management experience.

Substitution

Additional qualifying work experience as noted above may be substituted for up to two years of the required education on a year-for-year basis (40 semester/45 quarter units equals one year).
