About the Office of Economic and Workforce Development (OEWD)

The San Francisco Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic vitality through key programs focused on neighborhood commercial corridors, workforce development, joint development projects, industry focused business recruitment and retention, small business assistance, and international business development. Position Description

The Invest In Neighborhoods division of OEWD focuses on neighborhood economic development including supporting small businesses, improving storefronts, and creating vibrant commercial corridors. The OEWD 9775 Senior Program Manager (Senior Community Development Specialist II) will be assigned to the Invest In Neighborhoods Division to lead Opportunity Neighborhood Program efforts with a focus on supporting the Mission District, Cultural Districts and implementing culturally intelligent practices to serve all San Francisco small businesses with an emphasis on the Latin@ population and Spanish speaking merchants.

The Opportunity Neighborhood’s program targets neighborhoods that have experienced historic divestment and have an economic development strategy that promotes an approach to promote diversity, equity and inclusion.  These neighborhoods have an assigned project manager that works closely with community stakeholders and other city departments to strategically disburse investments and support an economic development strategy. 

The Senior Program Manager will work as a senior member of the Invest in Neighborhoods team reporting to the Invest in Neighborhoods Director. The Senior Program Manager will lead the successful coordination, development and implementation of Invest in Neighborhoods policy and programs with a focus on commercial corridors within historically disinvested neighborhoods, including supervision of staff. In addition, the Senior Program Manager will be responsible for interagency, community and staff coordination in guiding, engaging and managing economic development investments.

Specific Duties

The 9775 Program Manager will act as the point of contact to the Mission District Opportunity Neighborhood and liaison for OEWD to the City’s Cultural District Program. The position is responsible for executing IIN initiative duties as assigned including, but not limited to the management of grants, assisting in strategy and program development, coordinating resources for small businesses and property owners, supporting interagency and community coordination, and facilitating community engagement for Mission District opportunity neighborhood and cultural districts while working in conjunction with the Invest in Neighborhoods team, a range of City agencies and community partners. 

Program Implementation, Coordination and Communication

• Serve as a liaison to neighborhood partners, support small business resource coordination, assist with capacity-building; and manage grant funding for projects and programs;
• Serve as a point of contact for other City agencies and external groups seeking to learn more about the Mission District and Cultural District economic development and investments policy, programs, and related processes;
• Responsible for managing the investment portfolio in adherence to City’s local plan, department procurement process guidelines, funding regulations and stakeholder needs for the Mission District and relevant Cultural Districts;
• Coordinate across departments on interdepartmental programs;
• Lead the coordination of economic development sector stakeholders as it relates to assigned projects (including small business, non-profit partners, advocacy groups, public officials and community members, to best connect local businesses to resources and services;
• Support culturally intelligent practices in the implementation of economic development programs and services, as it relates to the SF Latin@ population and Spanish speaking merchants
• Ability to supervise staff in the implementation of economic development projects and programs

Grant Management, Evaluation and Reporting

• Coordinate procurement, negotiate scopes of work and budgets, manage reporting, and provide ongoing oversight for grants and contracts to nonprofit or consultant partners to deliver services and programs that include merchant engagement; small business assistance; neighborhood marketing and promotions; leasing and business attraction; physical improvements; and other programmatic areas as needed.
• Track ongoing activities and accomplishments for evaluation and communications purposes
• Collect and evaluate qualitative and quantitative data through reporting systems.
• Prepare reports with program data and program analysis to present to small business and community stakeholders, OEWD management and City officials.
• Collect, prepare and present a wide variety of reports, memoranda and correspondence.

Support Select Invest in Neighborhoods Programs as Needed

Desirable Qualifications

• Graduate degree in business, marketing/public relations, public policy, public administration, urban planning, public health or a related degree;
• Substantial experience working in San Francisco neighborhoods with community partners to implement projects that improve the quality of life in historically disinvested neighborhoods;
• Substantial community development, grant management and program management experience - including supervising multiple full-time employees and multiple subcontractors; experience with community processes, development and implementation of strategies;
• Familiarity with issues impacting BIPOC (Black, Indigenous, (and) People of Color), including Latin@ communities in San Francisco;
• Substantial experience working in BIPOC communities through community engagement and implementation of projects;
• Demonstrate successful program implementation experience from development to implementation;
• Track record in with range of City, small business, nonprofit and neighborhood stakeholders
  • Experience working in politicized neighborhood environments desirable
  • Experience working across public sector agencies to implement programs desirable
• Be able to deploy, coordinate and leverage City resources, knowledge and relationships on behalf of marginalized individuals and communities;
• Have knowledge of and experience successfully providing social services and technical assistance to community-based organizations;
• Ability to read and synthesize data, and to communicate complex ideas to non-technical audiences orally and in writing
• Ability to work with minimum supervision in a team environment, to meet deadlines and to manage highly detailed work with accuracy.
• Effective communication (verbal and written) and interpersonal skills, as well as track record in leadership of teams
• Fluent in Spanish: reading, writing and speaking
• Computer skills and proficiency in working with basic software programs e.g., word processing, spreadsheets, and presentation applications

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
