The San Francisco’s Mayor’s Office of Housing and Community Development provide critical investments to support the city’s most vulnerable residents to provide much needs services, strengthen civil society and create opportunity to realize individual and collective opportunity.  It is an imperative of the office to be intentional in meeting its goal to reduce to reduce racial disparities in housing and economic opportunity within San Francisco.

This year Mayor London Breed launched the Dream Keeper Initiative with the goal to improve outcomes for San Francisco’s Black and African American youth and their families.  As part of this initiative, the Mayor’s Office of Housing and Community will be leading efforts to increase African American homeownership, build the capacity of African American housing developers, support cultural district planning through the lens of intersectionality with and within the African American community, and targeting engagement to African American residents.

Job Description

MOHCD’s mission is to address social, economic, and racial inequities through the creation of affordable housing opportunities and the funding of essential services that are foundational for strong communities.  We are industry leaders in the implementation of policies for the creation, rehabilitation and preservation of affordable housing.  Through our homeownership programs we strengthen the social, physical and economic infrastructure of San Francisco’s low-income neighborhoods and communities in need. We actively collaborate with financial institutions, community-based organizations, non-profits, affordable housing providers, and other City agencies and staff, in our pursuit of a more equitable and affordable San Francisco. 

Under the leadership of Mayor Breed and in partnership with city and community leaders, MOHCD seeks to advance homeownership opportunities and improve programmatic outcomes for Black, Brown, and low-income residents.  As such, we are seeking a program manager who will focus on advancing Black homeownership by connecting the African American community to MOHCD’s programs. On an annual basis, MOHCD assists more than 250 low income families to reach their goal of owning a home in San Francisco.  Currently, less than 1% of these families are African American.  We are seeking a skilled community organizer with a mortgage/real estate background to work directly with MOHCD community development grantees as HUD approved housing counseling agencies to increase program participation rates of Black households and provide capacity building and clear information to organizations and individuals in the community. The position will create channels to give and receive feedback to ensure that MOHCD homeownership programs are contributing to the Black community’s opportunities to thrive in San Francisco.

Essential Duties include:

  • Design and implement a community engagement process with residents, small businesses, workers, and other stakeholders, in order to develop strategies and plans that will increase homeownership program participation rates of Black households.
  • Administer MOHCD’s Dream Keeper Homeownership programs as well as a diverse set of other homeownership programs beneficial to Black homebuyers and owners.
  • Evaluate MOHCD’s current and pending housing project marketing and outreach strategies to increase program participation of Black and Brown low and moderate-income communities and implement new housing developer marketing and outreach strategies.
  • Grant management of non-profit organizations serving as the access point to MOHCD’s first time homebuyer programs that will enable agencies to improve homeownership outcomes of Black and Brown communities.
  • Develop and implement a system to review Dream Keeper program participant applications using a priority point system.

Other essential functions include: coordinating the development of major program areas;  coordinating the implementation of activities with private corporations and community organizations; reviewing and making recommendations regarding community based organizations annual work programs and proposed activities of entities receiving funds; monitoring and evaluating the effectiveness of programs and funded projects; providing technical assistance and advice to staff and community based organizations; developing and implementing procedures to assure compliance with applicable laws and regulations; preparing, reviewing and executing contracts and other necessary documents; performs related duties as required. 

Qualifications

DESIRABLE QUALIFICATIONS:

  • Strong knowledge of HUD approved housing counseling systems
  • Experience in project management, including working with private and community based organizations.
  • Experience in analyzing and developing policies and program development and implementation
  • Knowledge of San Francisco’s African American neighborhoods and social services infrastructure
  • Strong knowledge of first time home buyer programs and/or mortgage lending
  • Experience providing leadership and community outreach in the African American community
  • Experience in developing strategic neighborhood planning processes that effectively incorporate community input
  • Basic knowledge of non-profit financial systems and program evaluation
  • Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard indoor office environment
  • Excellent interpersonal, written and verbal communication skills, including the ability to write clear and concise reports and correspondence.

MINIMUM QUALIFICATIONS:

  1.  Possession of a baccalaureate degree from an accredited college or university AND four (4) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice; OR
  2. Possession of a baccalaureate degree from an accredited college or university with major coursework in public or business administration, urban planning, government, social work, education, finance, criminal justice, or related field AND three (3) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, criminal justice or elections related work; OR
  3. Possession of a Master’s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice; OR
  4. Possession of a Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, finance, education, social work, children/youth work, criminal justice, and/or elections may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
