The San Francisco’s Mayor’s Office of Housing and Community Development provide critical investments to support the city’s most vulnerable residents to provide much needs services, strengthen civil society and create opportunity to realize individual and collective opportunity.  It is an imperative of the office to be intentional in meeting its goal to reduce to reduce racial disparities in housing and economic opportunity within San Francisco.

This year Mayor London Breed launched the Dream Keeper Initiative with the goal to improve outcomes for San Francisco’s Black and African American youth and their families.  As part of this initiative, the Mayor’s Office of Housing and Community will be leading efforts to increase African American homeownership, build the capacity of African American housing developers, support cultural district planning through the lens of intersectionality with and within the African American community, and targeting engagement to African American residents.

Job Description

Under the general supervision of the Communications Manager, the Community Connector performs a variety of activities related to the department’s communications and targeted outreach efforts.  Specific activities include but are not limited to assisting in informing, strengthening, supporting, monitoring and evaluating MOHCD programs;  maintaining effective communications to a broad variety of stakeholders including nonprofit organizations, other City departments, and other external partners, especially those organizations focusing on the City’s most vulnerable communities as identified by the Department’s Consolidated Plan. The Community Connector may provide technical assistance and capacity building support when needed;  participate in program planning, development, project implementation and evaluation; review project plans and programs to assure compliance with federal, state, and local laws, regulations and policies; assist with project analyses, making recommendations and operational improvements that will improve program performance and ensure meeting contractual requirements; and  prepare reports and records.   The Community Connector at the Mayor’s Office of Housing and Community Development  also performs related duties as required.

Major duties of this position include:

1. Work under supervision of the Communications Manager on housing and community development media/PR efforts, including press event coordination, briefing documents, talking points and press releases.

2. Coordinate MOHCD-related press events with key internal and external stakeholders (e.g., other city departments, developers, community partners).

3. Provides technical assistance to project personnel in developing annual work programs, budgets and program implementation.

4. Track and disseminate media coverage to MOHCD leadership.

5. Under the supervision of the Communications Manager, help manage MOHCD’s online presence and social media efforts as well as targeted communications and marketing to Black, indigenous, and people of color (BIPOC) communities across San Francisco and the greater region.

6. Create and maintain internal communication channels to keep employees informed and encourage knowledge sharing.

7.  Provide assistance and thought partnership to staff around internal and external strategic communications efforts

8. Conducts surveys and studies; analyzes and updates statistical data: may submit recommendations for changes to make the various programs more responsive to community needs.

9. Attends project related community and other meetings.

10. Provides program information and support services to the Citizens Committee on Community Development and various other groups, organizations and individuals.

11. Develop and maintain communication with community-based agencies in order to deepen understanding of community needs, institutional barriers, and successful program strategies.

12. Performs related duties and responsibilities as assigned, applicable existing and proposed legislation and regulatory mandates, contract and grant oversight and monitoring.

Qualifications

DESIRABLE QUALIFICATIONS:

  • Experience in communications, marketing and media relations
  • Knowledge of San Francisco’s neighborhoods and social services infrastructure
  • Ability to work in a highly detail- and task-oriented, fast-paced, trauma-informed environment
  • Experience managing or coordinating community development programming
  • Experience working in a government and/or non-profit setting interacting with the development and implementation of programs that serve low-income communities.
  • Knowledge of and experience with serving low-income residents
  • Experience in speaking effectively before individuals and groups in government, non-profit and community settings
  • Experience in graphic design
  • Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard indoor office environment
  • Excellent interpersonal, written and verbal communication skills, including the ability to write clear and concise reports, recommendations and correspondence

MINIMUM QUALIFICATIONS:

1. Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; OR

4.Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.

SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
