 The San Francisco’s Mayor’s Office of Housing and Community Development provides critical investments to support the city’s most vulnerable residents to provide much needed services, strengthen civil society and realize individual and collective opportunity.  It is an imperative of the office to be intentional in meeting its goal to reduce to reduce racial disparities in housing and economic opportunity within San Francisco.

This year Mayor London Breed launched the Dream Keeper Initiative with the goal to improve outcomes for San Francisco’s Black and African American youth and their families.  As part of this initiative, the Mayor’s Office of Housing and Community will be leading efforts to increase African American homeownership, build the capacity of African American housing developers, support cultural district planning through the lens of intersectionality with and within the African American community, and targeting engagement to African American residents.

Job Description

MOHCD’s mission is to address social, economic, and racial inequities through the creation of affordable housing opportunities and the funding of essential services that are foundational for strong communities.  We are industry leaders in the implementation of policies for the creation, rehabilitation and preservation of affordable housing.  Through our affordable housing, community development and homeownership programs we strengthen the social, physical and economic infrastructure of San Francisco’s low-income neighborhoods and communities in need. We actively collaborate with financial institutions, community-based organizations, non-profits, affordable housing providers, and other City agencies and staff, in our pursuit of a more equitable and affordable San Francisco. 

Under the leadership of Mayor Breed and in partnership with city and community leaders, MOHCD seeks to advance and improve programmatic outcomes for community-based organizations that are led by and serve Black, Brown, and low-income residents.  As such, we are seeking a program manager who will focus on the consolidation, strengthening and expansion of MOHCD's capacity building programs targeted towards local community-based organizations, including Small Sites developers, and explore new capacity building programs and structures to increase Black nonprofit participation in the development of 100% affordable housing projects. The position will create channels to give and receive feedback to ensure that MOHCD homeownership programs are contributing to the Black community’s opportunities to thrive in San Francisco.

Essential Duties include:

Coordinate and standardize existing capacity buildings activities across MOHCD

  • Organizational capacity: fiscal, community development, asset management.
  1. design evaluation protocol for organizational function
  2. coordinate current technical assistance provided by MOHCD on contract compliance, and City departmental contracting policies, procedures and requirements; 
  3. technical assistance provided around internal grants management, fiscal controls and management, contract compliance, governance, board development, and executive leadership
  4. develop evaluation protocol and tool
  • Housing development
  1. administer existing Small Sites Capacity Building grants in partnership with Preservation staff
  2. provide targeted support to those housing providers who are under performance plans
  • Explore and pursue additional capacity building program and resources
  1. ​​​​​​​Design and source additional resources for organizational assessment and support
  2. Convene thought partners: e.g. LISC, SF Foundation,
  • Study opportunities for black developer capacity: e.g. LISC technical assistance to Alameda County black churches, Housing Development Training Institute, Housing Accelerator Fund
  • Assess convening Black developer cohort: YCD, Bernal, WOW, SFHDC, Bethel AME, Tabernacle
  • Joint Ventures Initiative
  1. Explore feasibility and potential for capacity building
  2. Develop and support partnerships

Other essential functions include: coordinating the development of major program areas;  coordinating the implementation of activities with private corporations and community organizations; reviewing and making recommendations regarding community based organizations annual work programs and proposed activities; monitoring and evaluating the effectiveness of programs and funded projects; providing technical assistance and advice to staff and community based organizations; developing and implementing procedures to assure compliance with applicable laws and regulations; preparing, reviewing and executing contracts and other necessary documents; performs related duties as required. 

Qualifications

DESIRABLE QUALIFICATIONS:

  • Strong knowledge of nonprofit administration best practices and program evaluation
  • Experience in project management, including working with private and community-based organizations.
  • Experience in analyzing and developing policies and program development and implementation
  • Knowledge of San Francisco’s African American neighborhoods, housing providers, and social services infrastructure
  • Experience providing leadership and community outreach in the African American community
  • Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard indoor office environment
  • Excellent interpersonal, written and verbal communication skills, including the ability to write clear and concise reports and correspondence.

MINIMUM QUALIFICATIONS:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
