Job Description

The Grant Manager is a new position within the Finance and Administration Division, Contracts and Grants Team at OEWD. This position will be responsible for primarily managing a portfolio of economic and workforce development grants and contracts with organizations that substantially serve Black, Indigenous, people of color, and marginizalized communities in San Francisco. Additionally, this position will lead procurement activities (Request for Proposals/Request for Qualifications), and provide culturally humble fiscal management guidance and technical assistance to current and prospective grantees and contractors.

The Grant Manager will work in close collaboration with additional City staff responsible for Dream Keeper Initiative program management, including Human Rights Commission, Department of Children, Youth and Their Families, Mayor’s Office of Housing and Community Development, Department of Public Health, Department of Human Resources, Office of Early Care and Education, Arts Commission, Department of Child Support Services, HOPE SF, and the Office of the Treasurer and Tax Collector.

Essential Duties

Under general administrative direction with the Finance and Administration Division, Contracts and Grants Team, the Grant Manager conducts and participates in complex job duties which include, but are not limited to:

  • Assists Management in coordinating and/or negotiating complex administrative, budget and fiscal issues related to Contracts and Grants administration, including the procurement process, grant and contract portfolio assignment monitoring, and invoice processing.  Evaluates and makes policy recommendations on special projects and/or a variety of complex, sensitive or highly visible administrative, organizational, policy, fiscal and other issues.
  • Directs and/or conducts competitive solicitation, review and selection processes, including receipt and review of bids, negotiation with potential contractors/vendors and review/processing of approvals.  For assigned contract and/or grant portfolio, conducts negotiations with contractors with regard to additional contract terms, cost reimbursement and change order provisions.
  • Directs and/or or conducts difficult and complex analysis for monitoring and enforcement of contractual agreements to ensure compliance, including development of computerized systems to track contract status; prepares and/or directs preparation of contract status reports.
  • Manages and tracks the disposition of direct payments related to Guaranteed Income programs. Evaluates and makes process recommendations to increase efficiencies in the day-to-day administration of the program.
  • Collects financial information/data from budgetary and general ledger data for financial reporting, projection and planning including forecasting, revenue and/or expense projections, rate analysis, statistical analysis, modeling and cost/benefit analysis; evaluate current financial procedures, interprets governmental accounting pronouncements and technical guidance, makes recommendations, and develops and implements new policies and procedures; plays a supporting role in the annual fiscal monitoring of subrecipients; assisting in the preparation of audit documents in accordance with governmental accounting standards and relevant local, state and federal regulations.
  • Monitors revenue sources that includes Federal, State and/or Local grants or reimbursements, private grants, developer exactions, departmental fees, penalties, work orders and other operating revenue.
  • Prepares written reports that effectively communicate potential shortfalls and timely recommendations to address budgetary and financial constraints.
  • Conducts detailed and comprehensive studies, surveys, and other evaluative processes to analyze existing and proposed administrative, management, program and organizational needs, systems, functions, policy and procedures.  Identifies and analyzes processes, patterns and trends, makes related projections, documents findings and develops recommendations.  Prepares reports for senior management outlining findings, including recommendations for development of policy and operating procedures; coordinates implementation and evaluation of new systems, policies and procedures.
  • Conducts difficult and complex analyses for developing, processing and administering highly-complex contractual agreements with multiple funding sources; confers with senior management regarding preparation of cost estimates, specifications and terms for new and existing contractual agreements.
  • Prepares as-needed reports that provide an overview of the various revenues and expenditures that include, but is not limited to, forecasting and budgetary projections, cost benefits analyses and recommendations to improve the financial health of the Department.
  • Maintains ongoing communication with program and project managers regarding project progress and proactively identifies any potential financial issues; assists program and project managers with system generated reports of revenue and expenditures and other related cost analyses of accounting data needed by managers to make responsible, data-driven decisions.
  • Ensures compliance with Generally Accepted Accounting Principles (GAAP), Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards
  • Performs related duties as required.

  • Understanding of structural and institutional barriers that impact organizations serving Black, Indigenous, people of color, and marginalized communities
  • In-depth knowledge of San Francisco neighborhood identities and community needs
  • Ability to deploy, coordinate and leverage City resources, knowledge and relationships on behalf of marginalized organizations and communities
  • Professional work experience administering contracts and/or grants in a local government or public agency
  • Intermediate Level Excel including pivot tables, vlookup, conditional formatting, charts and tables.
  • Understanding of Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Auditing Standards

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Minimum Qualifications

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION:

Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.
