The San Francisco Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic vitality through key programs focused on neighborhood commercial corridors, workforce development, joint development projects, industry focused business recruitment and retention, small business assistance, and international business development. Position Description
In February of 2021, Mayor London N. Breed and Board of Supervisors President Shamann Walton announced the City’s plan for reinvesting $120 million in San Francisco’s African-American community over the next two years, with the creation of a new, citywide initiative: “The Dream Keeper Initiative.” This funding follows an extensive community and stakeholder engagement process and is part of Mayor Breed’s roadmap for reforming public safety and addressing structural inequities in San Francisco.


The Dream Keeper Nonprofit Resource Development Specialist is a new position to support the startup, growth, right-sizing and fund development capacities of nonprofits, prioritizing those led and managed by, and substantially serving Black, Indigenous, people of color and marginalized communities in San Francisco. The Specialist will have a background assisting communities of color, experience developing solutions that address institutional and structural bias, and in-depth knowledge of San Francisco neighborhood identities and community needs. Experience working with and in nonprofit organizations and knowledge of promising technical assistance and training practices is preferred.


This position will connect community-based groups and organizations to Dream Keeper resources and City services including the Nonprofit Sustainability Initiative, support Dream Keeper Initiative programs and partners, and coordinate with other Dream Keeper positions across divisions and agencies. The Nonprofit Sustainability Initiative deploys financial assistance, professional services, assessment tools and other resources to help stabilize nonprofits and overcome barriers to growth. Nonprofit Sustainability Initiative programs support organizations with capacity and capital needs including but not limited to: leadership transition, real estate assistance, strategic restructuring, capacity assessment, volunteer management, grant writing and fund development.


Responsibilities
Strategy + Communications

  • Support research and implementation of multi-year strategies for the Nonprofit Sustainability Initiative team
  • Establish channels for elevating and communicating team insights and learnings internally and to the public; develop protocols for knowledge management, making promising practices, research and resources available to stakeholders
  • In partnership with the Business Development Division and OEWD's Communications team, create and promote the team’s purpose, value, and role
  • Align grantee outcomes and metrics collection with the Dream Keeper Initiative, Office of Racial Equity, OEWD divisions and agency partners and refine to prove and improve both internal performance and the performance of nonprofit grantees
  • Coordinate assessment of the needs of grantees, partners, and the internal organization

Grants Administration

  • Communicate with grantees to gather information and support compliance with city regulations, grant making policies and procedures
  • Facilitate the grant making and technical assistance process from recommendation through post-award by communicating and building relationships with applicants, grantees, internal staff, and partners
  • Update grant making processes, training and informational materials on a regular basis
  • Assist with review of grantee eligibility information and management of outstanding payment issues
  • Create and maintain electronic grant files to meet legal requirements and monitor progress in relation to the funding or technical assistance goals
  • Follow up on reporting with grantees
  • Gather and record grant data, ensure data integrity, and participate in administration of grant making database

Collaboration and Teamwork

  • Build on existing relationships with and process for working with grantees to assess needs and most appropriate means of meeting those needs
  • Design and advise on workflow processes and improvements
  • Explore and pursue new ways of serving our grantees, strategic initiatives, internal organization, and the Bay Area community at large
  • Pursue opportunities to support OEWD internally with the resources of the Nonprofit Sustainability Initiative team
  • Take on special projects as needed to support the Dream Keeper Initiative and OEWD's mission

Qualifications

Desirable Qualifications

  • Have an in-depth knowledge of San Francisco neighborhood identities and community needs;
  • Be able to deploy, coordinate and leverage City resources, knowledge and relationships on behalf of marginalized individuals and communities;
  • Have experience working with youth and marginalized communities;
  • Have knowledge of and experience successfully providing social services and technical assistance to community-based organizations;
  • Demonstrated experience developing solutions that address institutional and structural bias.
  • Experience managing financial or technical assistance grants, or similar forms of resource distribution
  • Experience managing staff, board members or volunteers for a nonprofit organization or fiscally sponsored project
  • Demonstrated experience working with city, municipal, state, and national public policy leaders; the private sector; nonprofit advocates; and other community stakeholders
  • Ability to read and synthesize data, and to communicate complex ideas to non-technical audiences orally and in writing
  • Ability to work with minimum supervision in a team environment, to meet deadlines and to manage highly detailed work with accuracy
  • Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard office environment
  • Proficiency in language(s) in addition to English

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
