Epicentre is an organisation created by Médecins Sans Frontières (MSF) in 1986. We conduct field epidemiology, training, and research activities for MSF interventions. Our activities for populations in precarious situations are led from Uganda, Niger, and France, and through the programs of MSF and others. They mainly concern infectious diseases and undernutrition.

Epicentre has been conducting research activities in Niger since 2003. The country is experiencing a situation of recurrent food insecurity and a high prevalence of infectious diseases. In this context, Epicentre, in partnership with Médecins Sans Frontières sections and other local partners, as well as local authorities and international agencies, is developing research projects that meet the health needs of the population.

Epicentre is looking for an Information Technology Manager to work on an innovative management of our IT infrastructure, ensuring data protection under the General Data Protection Regulation and ensuring security of systems across all projects under the Epicentre Research Department.

Directly under the responsibility of the Data Protection and Compliance Officer, you will have a key position that aims at strengthening good practices in IT management.

 

What you will bring 

Skills to perform your main activities:

Sciences / technical skills: you will work on Standard Operating Procedures (SOPs) to be written, implemented, documented, and maintained, as well as setup & configuration tasks on all IT tools (hardware and software) that make up the Epicentre Research department’s Clinical Data Management Systems (CDMS).

You will work closely with Epicentre Research and IT teams to ensure compliance for individuals in the Research Department based in Paris and other locations with the General Data Protection Regulation (GDPR) and related GCP standards. Also, you will be the one ensuring security of hosting environments, servers, user devices, and data. You advise about all documentation on IT security.

You will contribute to Setup, test, validate and maintain computer and server systems for clinical research data management following good clinical data management practices (GCDMP), European Clinical Research Infrastructure Network (ECRIN), and 21 CRF-Part 11 standards.

Team management: you will be able to develop and maintain close relationships with IT and data management teams in Epicentre research centers based in Paris, Niger, and Uganda.

You will be requested to demonstrate your excellent planning and organizational skills; capacity to coordinate activities with other departments and partners, capacity to integrate into a multi-disciplinary, multi-national, highly motivated, and competent team.

International context: you will develop a strong understanding of all relevant regulatory and legislative requirements for health data management and personal data protection needs/requirements at Epicentre.

You will provide technical assistance in the maintenance of the Research Department’s Microsoft cloud platform(s). You have an excellent level of English and French (oral, written).

The Information Technology Manager will contribute to other team activities including training and international missions.

Qualifications

Educational & Experience: You have a Master’s degree or similar high-level certification in Computer Science and IT, excellent knowledge in computer systems administration, server setup, managements of databases and clinical data.

You have a minimum of 2-3 years of relevant work experience, and an internship in clinical research is an added value.

We would appreciate if you do have a working knowledge of setup and management systems (CDMS). You are appreciated for your written and verbal communication skills. You have proven ability to work in an emergency and be flexible, to anticipate deadlines/risk management and the strength of proposal/implementation to propose solutions.
