Job Description

Position Summary:

 Responsible for planning, directing, and coordinating activities, and operations in the Water Production, which includes: two water conditioning plants, well field with 125 ground water wells, and five remote water booster stations.

Essential Functions:

·        Plans, develops, directs and coordinates all activities necessary to ensure the safe and continuous operation, maintenance and administration of the water production department.

·        Performs and facilitates strategic planning related to water production.

·        Provides technical expertise and advice on water treatment related public health issues.

·        Develops, implements and evaluates policies, guidelines, standard operating procedures, and systems for maintenance and operation activities, including major maintenance activities such as equipment repair and replacement.

·        Plans, directs, and manages water production staff and resources, maintains a safe, efficient, and productive work environment.

·        Develops operational plans for facilities/processes emphasizing compliance, proper policies and procedures, emergency schedules and staffing, emergency preparedness and response.

·        Determines timing of major repairs, directs responses to plant emergencies, and makes appropriate decisions to resolve crises.

·        Establishes general work priorities and quality standards.

·        Coaches, mentors, motivates, and resolves or assists staff in resolution of maintenance, operational, technical or personnel related issues.

·        Observes and evaluates staff’s performance, participates in career development and training.

·        Interprets and communicates work procedures and company policies to staff.

·        Develops, implements and monitors operating and capital budget. Approves expenditures.

·        Reviews reports, records, schedules and applications for accuracy and content.

·        Prepares, maintains and submits reports such as budgets, operational and personnel reports.

·        Performs visual inspections, reviews logs, charts and other data, analyzes operations data, evaluates treatment processes for effectiveness and performance, and ensures regulatory compliance.

·        Coordinates with regulatory agencies, approves regulatory reports and Interacts with general public.

·        Leads the development and implementation of the facilities' instrumentation and control programs in coordination with operations technology group and others.

·        Communicates with other departments and management to resolve problems and expedites work.

·        Recommends or implements measures to improve production methods, equipment performance, product quality or efficiency through new or innovative trends.

·        Coordinates the development and implementation of emergency response plans.

·        Implements organization strategic goals related to ISO 55000 asset management systems.

·        Will carry the Operator in Charge designation per Michigan Department of EGLE’s regulations.

·        Performs other duties as assigned by Director of Water Operations.

Qualifications

Required:

·        This position requires knowledge of which normally would be acquired through a Bachelor’s degree in Chemistry, Environmental Engineering, Civil Engineering or another related field; or an equivalent combination of education and experience.

·        A minimum of seven years of recent progressive experience in water treatment industry preferably in the operation and maintenance of water treatment plant.

·        A minimum of five years of previous leadership experience.

·        Must hold an F-1 license and obtain an S-4 license within two years of accepting the position.

·        Knowledge of environmental regulations pertaining to water treatment quality required.

·        Experience in coordinating the activities and shifts of a 24/7 operation, experience with maintenance management systems and experience with process equipment and SCADA systems.

·        The ideal candidate will have excellent skills in the following areas: Customer service, planning and preparing capital and O&M budget, knowledge of contracts and specifications, oral and written communications, leadership, analytical and computer skills including knowledge of Microsoft Office products such as Word, Excel, and Outlook.

·        Ability to be on call as required.

·        Must have valid MI driver's license with an acceptable driving record.
