Agency Description

The Mayor’s Office of Civic Engagement and Volunteer Service (MOCEVS) is committed to increasing long term, sustainable civic engagement throughout the city. To support this goal, we offer a variety of training opportunities for community members, nonprofit partners and City agencies. In addition, we support internal and cross-sector convening and collaboration to reduce silos and increase efficiency and efficacy of engagement and volunteer programs and tactics. MOCEVS is housed within the Mayor’s Office of Public Engagement.

Job Description

The Program Manager will be responsible for successfully managing the Community Resource Corps, a new citywide program designed to connect residents to anti-poverty benefits and resources. The ideal candidate for this role will be a fast paced and innovative problem solver, who excels at building trusting relationships and managing equity centered community engagement programs within low wealth and multicultural communities.

Essential Functions

This position requires a mix of telework and in person duties. This position also requires a flexible work schedule for occasional evening and weekend hours.

The essential functions of this position include:

  • Develop and implement policies and processes that allow for effective and efficient program management.
  • Supervise five (5) full time Program Coordinators. 
  • Support Program Coordinators in annual recruitment and ongoing supervision of about thirty (30) members that complete one year terms of service.
  • Support Program Coordinators in developing and implementing case management best practices, field assignments, data management protocols, training resources and professional development opportunities. 
  • Build and maintain relationships with City agencies managing anti-poverty benefits and resources. 
  • Collaborate across City agencies, community based organizations and residents to prioritize benefits and resources that best meet community needs, and delegate those assignments to Program Coordinators. 
  • Manage communication with internal and external program partners, including representing the program within local, state and national coalitions. 
  • Manage program budgets and oversee payroll processes, including generating and securing funding agreements with partnering City agencies.
  • Support in securing ongoing program funding from philanthropic sources and local, state and federal governments. 
  • Manage program goals and grant deliverables, including compiling and submitting regular project updates and reports

 

Competencies, Knowledge, Skills and Abilities

  • Interest in making anti-poverty benefits and resources more accessible.
  • Commitment to diversity, equity and inclusion in staff and program management.
  • Clear understanding of best practices in civic engagement, community organizing or volunteer management.
  • Ability to build new and maintain existing collaborative relationships with stakeholders.
  • Ability to work on multiple projects simultaneously, while meeting deadlines and deliverables.
  • Effective oral and written communication with diverse audiences.
  • Excellent time management skills.
  • Comfort working with data and digital systems.

  • Willingness to conduct three to four site visits a week.

  • Willingness to work a flexible schedule with occasional evening and weekend hours.

Qualifications

To be successful in this role, the Program Manager should have experience with most of the bullet points below. We also welcome candidates that have non-professional experience in these areas. For example, lived or volunteer experience can be just as valuable as professional experience. Our primary qualifications for this position include:

  • Staff management experience, preferably managing other managers or managing geographically dispersed teams. We’re looking for someone who applies equity centered staff management best practices, while  fostering a collaborative team culture that inspires accountability and belonging.
  • Program management experience, preferably managing community engagement strategies in campaign, government or nonprofit settings. We’re looking for someone who leads community engagement that centers accessibility, diversity, equity, inclusion and trauma informed best practices.
  • Experience launching and managing new programs. We’re looking for someone who can proactively anticipate and consistently overcome the challenges that come with quickly launching a large scale program.
  • Relationship management experience, preferably collaborating with low wealth and multicultural communities. We’re looking for someone who can build authentic, long term relationships across lines of difference, like race, ethnicity, gender identity, sexual orientation, class, ability, citizenship status and other identities.
  • Understanding of diversity, equity and inclusion principles, preferably with experience advancing equitable program outcomes. We’re looking for someone who can identify ways in which identity and power show up in our work, as well as demonstrate continuous growth by creating opportunities for evaluation and reflection.
  • Complete a mix of telework and in person duties.
  • Maintain a flexible work schedule for occasional evening and weekend hours

Our secondary qualifications for this position would be nice to have, but are not necessary to apply. Those include:

 

  • Already existing relationships with community based organizations and residents in Philadelphia’s lowest wealth communities.
  • AmeriCorps service experience.
  • Budget management experience, preferably including managing and securing funding agreements.
  • Data management experience, particularly with NGP VAN and Hustle.
  • Experience managing or knowledge about career development programs.

Salary Range: $65,000
