CARE, like many other INGOs, has been putting in practice its institutional commitment to diversification within the confederation and to the localization of aid and strengthening partnerships with national entities.  In line with this, in July 2018 the Yayasan CARE Peduli (YCP) was established as the national CARE entity that will continue CARE’s presence and operations in Indonesia. CARE believes that this important step in the evolution of CARE’s presence in Indonesia will further enhance its more strategic role in both the development and the humanitarian fields. 

As a national entity not only will YCP continue CARE’s activities, programs and presence, but that as a result YCP could also contribute more significantly in addressing and representing national development priorities both in Indonesia and globally as well.

As part of this organizational evolution, Yayasan CARE Peduli is seeking for committed, resourceful individuals who are passionate about poverty reduction, gender equality and social justice to spearhead YCP’s operations and advocacy on those priority issues.

 

BACKGROUND

A powerful 7.4-magnitude earthquake occurred on 28 September 2018, 17:02 in Central Sulawesi, Indonesia. The earthquake epicenters were located at 0.18 South and 119.85 East, 26 km North to the Donggala Regency, at a depth of 10 km (BMKG). Shortly after the earthquake, a tsunami reaching up to 6-meters high struck areas of Palu, Sigi, and Donggala. Certain points across the areas were also hit by liquefaction, a phenomenon when water-saturated soil, shaken by an earthquake, acts like a liquid, causing the ground to temporarily lose its ability to bear structures.

YCP (Yayasan CARE Peduli) will conduct a value chain assessment to identify suitable value chains and the barriers to participate in value chains. Main value chains, including their benefits and risk will be presented to 36 Women and Youth groups targeted to start micro-, small and medium enterprises from the most vulnerable tsunami affected communities in Central Sulawesi. The enterprises may undertake activities which contribute to Disaster Risk Reduction (DRR) and those that are part of climate change adaptation and mitigation such as strengthening of coastal ecosystems (mangrove forest as community enterprise) and to food and nutrition security.

It has been learned from different research and studies that certain factors are very important for the success of proper access to markets as well as micro-level enterprises i.e. Quality of product (quality inputs, standard production and processing skills), market demand, competitiveness and compatibility, easy availability of raw material/inputs and market trends/polarity, etc. Thus, it is essential that before launching micro-level enterprises, more significantly those to be managed by community-based producer organizations, an extensive market assessment and mapping be conducted.

The proposed study will focus on analysis of the current market models as well as the value chain of agriculture such as vegetable and fruit, also fisheries or fish products in the project areas of Sigi and Donggala District. The assessment would involve conducting a field survey, interviews with stakeholders, market survey and looking at the market environment, value chain and market services. It would also involve review and analysis of policies that affect market access including relevant Government policies, market liberalization, institutions for credit, insurance, transport etc.

Target Group

Target audience of the study is the local communities of the project area as the study would support them in understanding the local market dynamic and also support those interested in the value chain of their agriculture products especially fruits, vegetables and fisheries. However, the assessment report will also be aimed  at multiple stakeholders like producers, decision makers, public policy makers and important stakeholders. The research findings will be used to raise the awareness level of the policy makers at the strategic, tactical and operational levels and propose alternative mechanisms for small producers for better livelihood options.

Job Description

Research Objectives

The key objectives of the study are to carry out mapping of the agriculture including fruit; vegetable, and fish product/food processing markets in and connected to district Sigi and Donggala to analyse the demand, supply and operational as well legal issues related to the markets and to develop a  holistic understanding of the current situation of agriculture and fisheries product such as fruit, vegetable and fish product or food processing value chains operated by the small farmers in district Sigi and Donggala. 

The specific objectives are to:

Market Mapping

  • Map local potential markets of agriculture especially fruits and vegetables;
  • Map local potential market of fisheries product especially on fish food processing; 
  • Analyse current market trends in terms of market demand and supply, price-scheduling mechanisms, market determinant factors, supply chains and government market regulatory and control mechanisms;
  • Analyse possible potential barriers and risks the project beneficiaries may face in market and suggest possible mitigation measures;
  • Come up with innovative and possiblye market accepted packing and packaging and marketing models that the producer organizations can adopt;
  • Explore micro financing institutions in the area and illustrate how the producer organizations can be linked with them;
  • Understand the coping mechanisms and the current livelihoods practices of the target communities and recommend alternative approaches to diversified livelihood options;
  • Generate a shortlist of 4-5 profitable and technically feasible value chains in each target district. Criteria for shortlisting and selecting value chain should include gender balance, potential for growth and potential pro-poor adaptability;
  • Identify areas of intervention in the value chain cycle for persons with disability and older men and women and specific skills training needs.

Value Chain Analysis of Agriculture and Fisheries product such as Fruits, Vegetables and Fisheries or fish processing  

  • Assess the resources, skills and capacities of small farmers related to procurement of inputs and production of fruits; vegetables and fisheries;
  • Understand the existing market situation and nature of bargain taking place between different market players in the study area (relationships, attitudes and behaviours);
  • Understand the capacity of producers and their organizations (POs) to access services, credit, information and resources;
  • Suggest improvements in the value chain system for ensure direct linkages of the farmers with the major markets and increased incomes from their produces.

 

Research Methodology

The following methodology and research tools will be employed (but not limited to) during the assessment.

  • Literature Review

The consultant will have to review the existing market assessments in the target area in Sigi and Donggala district, market regulatory and price control policies and/or laws and mechanisms, any documents on market trends in the target area and any other relevant literature where possible.

  • Market Mapping and value chain

The consultant will have to map potential local and regional markets in terms of type, size and volume of market, goods sold and bought, supply chain, type of producers, suppliers and vendors, women led businesses/trades, distance of the market from the target project villages, mode of transportation, market associations/trade organizations, security arrangement/situation especially for women and competitiveness (number of producers/suppliers/vendors versus items in demand)

  • Interviews with key informants (beneficiaries, producers, suppliers, vendors and consumers etc)

The consultant will have to interview the informants as per the following schedule:

-       At least five beneficiaries (three women and two men) on random basis of the villages and villages selected on cluster sampling basis

-       At least five each producers, suppliers, and vendors per market and that each should be associated with a different business/trade and to be selected on snow ball sampling basis

-       At least five consumers in each market (three women and two men)

-       Involve meeting with Food Security and livelihoods cluster at the field level.

-       FGDs with target communities and Key informant interviews with relevant actors in the value chain or others including small, medium and large-scale businesses.

  • Focus Group Discussions

The consultant will have to conduct at least one FGD in each of the mapped markets of the target villages. In markets, the participants should be producers, suppliers, vendors, consumers and employers (the participation of women should be prioritized where possible). In villages, separate FGDs should be conducted with women and men (three with women and two with men) and the participants should be of same age. The group for FGD should consist of 7 to 10 participants.

 

The Final Report

The Consultant shall document the assignment in a final report; which will be completed in English by the final day of the assignment. The report shall include:

Time Schedule

On the basis of the proposed time schedule outlined in these Terms of Reference, the consultant shall prepare a brief work plan. The work plan should set out the Consultant approach for conducting research activities. The period for the consultancy should not exceed 8 weeks starting with day of signing the agreement.

Qualifications

Qualification and Experience of the Consultant / Agency:        

  • Master’s Degree in Economy and Development, Agribusiness, Agriculture or other related field;
  • At least 5 years of experience in value chain, sub sector analysis, good understanding of private sector and market dynamics;
  • Demonstrated experience working in Central Sulawesi, particularly Sigi and Donggala districts, on agricultural or fisheries value chains;
  • Expertise in designing and executing high quality documentation and knowledge sharing initiatives;
  • Demonstrated experience in developing market assessments and able to quickly identify the gap of information so that it can be used as an inputs for livelihood assessment with clear and effective strategy to cover the gaps;
  • Demonstrated knowledge on emergency response and recovery. Demonstrated knowledge on the needs for early recovery on agriculture will be preferred;
  • Ability to multi-task, follow procedures, meet deadlines and work independently and cooperatively with team members are essential;
  • Pleasant personality (friendly, team player, quick learner, creative and willing to take on a variety of tasks);
  • Excellent fluency in English and ability to cross translate between Bahasa and English is preferred;
  • Computer literate; proficient in MS Office, MS Excel in particular and Internet navigation are required.
