CARE, like many other INGOs, has been putting in practice its institutional commitment to diversification within the confederation and to the localization of aid and strengthening partnerships with national entities.  In line with this, in July 2018 the Yayasan CARE Peduli (YCP) was established as the national CARE entity that will continue CARE’s presence and operations in Indonesia. CARE believes that this important step in the evolution of CARE’s presence in Indonesia will further enhance its more strategic role in both the development and the humanitarian fields. 

As a national entity not only will YCP continue CARE’s activities, programs and presence, but that as a result YCP could also contribute more significantly in addressing and representing national development priorities both in Indonesia and globally as well.

Job Description

Job Objective/Summary

The Project Officer will be responsible to perform activity planning and implementation, monitoring and reporting, establish and maintain partnership, and supervision and guidance. S/He will report to Project Coordinator/Manager, provide input to synergize activities across stakeholders and partners, as well maintain the database of target group and partners. 

The Project Officer will be based in Bandung.

Duties and Responsibilities

1. Activity Planning and Implementation

  • Together with Program Coordinator develop school baseline for selection based on set criteria on the program;
  • Ensure participation of school partners, student representatives and school committee in the process of project planning and implementation of the proposed activities;
  • Support and coach trained trainers in developing their activity plan and schedule, encourages their initiatives while ensuring alignment with project proposal, facilitates their activities and report to Program Coordinator;
  • Organize and conducts training or trainers, and special events and activities such as school exhibition;
  • Manages the logistical arrangements for training workshops and events;
  • Assess training needs of Trained Trainers/Teachers, and recommends the suitable intervention and works with them to develop training schedule;
  • Organize and facilitate training workshop conducted and participated if required;
  • Handles equipment management and distribution in the assigned school;
  • Follows up on how partners/schools are spending budget received for project implementation in the school and verifies accuracy of their receipts and reports;
  • Assesses needs for facility maintenance and upgrade and ensure that overall work has been completed in accordance with the approved standard.

2. Monitoring and Reporting 

  • Conducts regular field visits to follow up and provide support as needed;
  • Participates in workshop/training to partners, trained trainers and student representatives;
  • Maintain database and conduct regular data collection use the monitoring form that can support the database in monthly, quarterly, and annual report;
  • Ensures partners and trainers are in compliance with PSEA Policy;
  • Ensure quality of project activities implemented.

3. Established and Maintain Partnership 

  • Identify school, trained trainers and student needs;
  • Represent the project in the respective field and relevant forums and have regular consultations with local partners, stakeholders and key beneficiaries.

4. Supervision and Guidance

  • Conduct performance assessment of Trained trainers and recommends incentives based on the approved incentive criteria;
  • In collaboration and consultation with partners, trained trainers assess the progress of the project implementation;
  • Recommends Champion school, Trained Trainers, and Students representatives.

5. Administrative and Finance

  • Coordinate with other team member at HQ level including project admin and finance;
  • Handles advance payments and manages cash money used for the activity implementation;
  • Submit financial reports on related activity implemented;
  • Prepare and submit monthly narrative report to Project Coordinator;

6. Others

  • Willing to join with the Emergency Response Team (ERT) in accordance with experience and competence and is ready to be assigned to the disaster site in accordance with the existing needs;
  • Other duties that may reasonably be assigned in line with the position.
     

Qualifications

Requirements

1. Education, experience and technical competencies

  • University degree in Social Welfare, Economic Development, Education or other relevant background.
  • At least three years proven in community facilitation capacity in development program.
  • Preferably experience dealing with school environment and programming.
  • Preferably experience in adult learning facilitation and communication with stakeholders for dissemination.
  • Informal training on Training of Trainers of adult learning facilitation skills.
  • Training and/or experience in module development.
  • Excellent writing skills.
  • Demonstrate good command of English and fluent Indonesian, both written and spoken are essential.
