I:         JOB SUMMARY & PURPOSE:

Reporting to the WASH Officer, the Master Plumber will be responsible for quality installation of water reticulation systems, repair of bursts, ensuring that all water appurtenances are fixed correctly and in a professional manner and will train and mentor repair team members.  S/he will Work together with WASH committees, community leadership in the field in identification of problematic areas.  The incumbent will supervise the repair team members and ensure there is appropriate work allocation for each work day.  In addition, he/she will prepare a record of daily activities performed in the field including all repairs and bursts attended to on weekly basis.  

II:        TASKS AND RESPONSIBILITIES

 R1:      Installation of water pipes and fittings

1.1       Guide a team of refugees plumbers in repair and installation of water reticulation system when need arises and fixing associated fittings.

1.2       In collaboration with other team members, give technical extension information to the tap stand monitors on areas of facilities proper/prudent management for sustainability.

1.3       Lead the repair team in pressure regulation for equitable potable water distribution in the reticulation system, in line with the set water regime and SPHERE / UNHCR standards.

1.4       Work in collaboration with WASH Officer in ensuring efficient and yet uninterrupted water supply during supply hours, should there be any repair work it should be attended in the shortest time possible.

 R2:      Reporting

 1.1              Prepare a record of daily activities performed in the field and submit weekly report to the supervisor.

1.2              Provide a record of all repairs and bursts attended during the week for documentation.

 R3:      Supervision

 1.1              Inspect and certify any pipe repair work done by refugees’ plumbers before backfilling the soil to ensure quality workmanship is maintained.

1.2              Approve trench excavation done by contractors to ensure correct depth and width is achieved before pipe installation commences.

1.3              Supervise the repair team member and ensure appropriate work allocation for each work day.

 R4:      Collaboration and Networking

1.1       Work together with WASH committees, community leadership in the field in identification of problematic areas, water reticulation systems with a view of providing a sustainable solution.

1.2       Collaborate with other agencies’ staff in the field e.g. LWF, UNHCR etc during inter agency meetings and field discussions.

Supervision: 12-13 Refugee Workers (Repair Team members)                    

Decision Making

a)                  Recommend for disciplinary action or reward for direct supervisees.

b)                  Certification of completed jobs/works for purposes of preparation of pments to vendors /contractors

 

IV:      CONTACTS/KEY RELATIONSHIPS

 

External:        Camp management agency, UNHCR

 Internal:         Relate to other sector officers in the camp, WASH staff,

V:        WORKING CONDITIONS

The position is based in Dadaab (Ifo camp) as well as any other extension camps and other program sites. This is a non-family work station. Hot weather is prevalent throughout the year with limited basic amenities. Road movement between the work station and Garissa as well as inter-camp movement must be under police escort (scheduled convoys), with strict adherence to safety and security instructions all the time. It is a six days work station with a compensatory time off according to CTO policy.

The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.

 

VI:      QUALIFICATIONS, EXPERIENCE AND COMPETENDCIES

 

Education:     Craft Certificate or Government Grade Test I in Plumbing from a recognized and accredited post-secondary technical institution.

 

Experience:    4 years proven experience installing GI, ferrous and uPVC water pipes preferably in Community based water project with evidence of successful implementation of similar projects.

 

 

 

Competencies

  • Good communication skills; able to read and write in English and Swahili.  Ability to communicate in Somali is an added advantage.
  • Ability to work in a multi-cultural setting.

·         Ability to work without supervision.

  • Basic computer skills
