Job Description

DESCRIPTION: Under general direction of the Public Works Director and direct supervision of the Public Works Operations Administrator, this position provides administrative support for the Public Works Department. This position is responsible for overseeing all utility billing and meter reading functions, as well as playing a key customer service role, including dealing with difficult customer inquiries and problems. This is a front desk position providing assistance to incoming visitors and phone callers. This position understands public trust and models the highest standards of personal and professional integrity of those working in public service.

CLASSIFICATION:  Positions in this class are characterized by a thorough knowledge of office administrative duties and functions, and highly responsible clerical tasks.  An employee successful in this position performs duties with minimal supervision and at times considerable independence. Job functions require the ability to think independently, use discretion and good judgment, apply strong communication and customer service skills, and to follow and carry out written and verbal direction.  Abnormal working hours may be required from time to time.  This is a FLSA non-exempt, full time position with benefit package.

ESSENTIAL FUNCTIONS AND DUTIES:

Essential functions and duties may be modified at any time at management’s discretion.  Typical duties may include, but are not limited to the following:

  • Participates in the implementation of goals, objectives, policies and priorities of the Town and the Public Works Department;
  • Interacts with the public, coworkers and business professionals on a daily basis;
  • Assists with organization and operations of the Public Works Department;
  • Performs data entry for utility customers including water, sewer, and trash; 
  • Prepare work orders and process billing for the Town services;
  • Provides information to the public on Town services and operations;
  • Tracks projects and time frames maintaining efficient organization;
  • Monitors budget accounts to include membership fees, subscriptions, professional development training, office supply purchases, professional services and daily activities;
  • Compiles and maintains a variety of fiscal records and/or documents;
  • Coordinates cemetery services with Town staff, customers and funeral homes and maintains pertinent records; 
  • Assists in preparation of grant applications and performs grant administration;
  • Performs data entry to produce support materials used for publication or distribution as needed;
  • Schedules meetings, appointments and conference room bookings; coordinates activities with other departments, the general public and outside agencies; makes travel arrangements for staff;
  • Maintains the Town vehicle pool schedule;
  • Records actions at meetings and prepares minutes, maintains and distributes these records as needed;
  • Prepares, creates, compiles and/or organizes professional correspondence, reports and other materials as needed or directed;
  • Initiates and maintains a variety of files, records and databases (hard copy and electronically);
  • Provides receptionist duties as needed or assigned;
  • Represents the Town on various public agencies, committees or groups as needed;
  • Performs other duties and responsibilities as required.

Qualifications

MINIMUM QUALIFICATIONS

Education and/or Experience

Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary for satisfactory job performance with demonstration of increasing office administrative abilities.  Desired knowledge of the principles and practices of municipal public works administration and related rules, regulations, policies and procedures.  Desired knowledge of grant processes and related administration.

Special Requirements, Licenses, and Certificates

Must complete online training and testing with National Incident Management System (NIMS) through the Federal Emergency Management Agency (FEMA) within six (6) months of hire and maintain current/ongoing certification as needed.

  • Skilled in the use of computer and various softwares and the ability to use multiple technologies as daily working tools;

  • Ability to prepare and maintain accurate documents, records and reports;
  • Ability to plan, interpret and apply related laws, ordinances, codes, rules, regulations, and policies;

  • Ability to effectively communicate whether orally or in writing at all levels professionally and including individuals from various socioeconomic, ethnic and culturally diverse backgrounds;

PHYSICAL REQUIREMENTS

WORKING CONDITIONS

  • Work is regularly performed within an inside office environment but can include field work in conditions which can include rain and extreme heat;
  • The noise level is varied but usual to that of an inside office environment;
  • The employee may be required to walk over uneven flooring or terrain;
  • The employee may be required to work outside normally scheduled hours and/or assigned to report to a specific location for training and/or meeting attendance;
  • While performing the duties of this job, the employee is frequently required to sit and talk or hear; use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms;
