I. Background

Governance Lab Pvt Ltd (GovLab) is part of the Daayitwa Abhiyaan , which strives for enterprising Nepal. GovLab supports the government to make evidence-based policy decisions by conducting policy research and by creating a platform for policy research connecting the researchers and policy makers. Govlab plans to bring together experienced researchers, policy makers and other partners to design and conduct policy research.

The mission of GovLab is to create a platform for policy research, which can lead to policy changes and build a network between the researchers and policy makers.

The policy focus for the first 3 years will be:

·         Women’s economic empowerment

·         Youth employment

·         Access to investment

·         Value chain

·         Governance reform

GovLab will also be a place for young scholars to get involved with policy research and will provide support to Daayitwa’s Fellowship Program. In the past 5 years of implementing the fellowship program there has been 99 Daayitwa Public Service Fellows who have supported 28 government ministries/agencies and 27 parliamentarians. GovLab also plans to develop capacity building programs for policy makers

Job Description

The Research Manager(RM), with supervision from the Chairperson and the Executive Director will manage research projects and contribute to the strategic direction of GovLab.

Accelerate Results

  1. Envision, manage and promote the strategic direction of GovLab in keeping with Daayitwa Abhiyaan’s guidelines and policies
  2. Lead research on GovLab’s working areas, including, but not limited to, domestic youth employment, rural entrepreneurship, and economic empowerment. 
  3. Provide technical inputs and critical feedback to GovLab’s overall work
  4. Manage fieldwork related to GovLab’s project at all levels of the government
  5. Create methodologies for and conduct data gathering and analysis
  6. Conduct literature reviews, drafting entire or portions of such reviews
  7. Review existing government policies, programs, plans and regulations
  8. Provide overall management guidance to project teams in achieving their target results
  9. Create strategy and operation plan for various projects together with team members
  10. Collaborate with the communications team in crafting and sharing stories of impact
  11. Monitor and evaluate the performance of project activities and organization objectives, and report results to the Board, development partners, and the general public.
  12. Define resource needs and secure funds, including writing proposals as necessary

Strengthen Relationships

  1. Foster a productive environment for team members to learn, grow and create meaningful impact through program interventions
  2. Plan and organize activities at national and sub-national levels to strengthen trustful collaboration among team members
  3. Build and strengthen partnerships with local, national and international stakeholders (e.g. government, private companies, banks, universities, local communities, venture funds, NGOs and international development partners)
  4. Liaise with other Daayitwa Abhiyaan entities, including Daayitwa, Nepal Leadership Academy and Daayitwa-US

Qualifications

  • Masters degree in economics, political science, public policy, sociology, or other related field
  • Minimum of 5-7 years of relevant professional experience, or an equivalent combination of education and experience including research experience
  • Strong analytical abilities, with practical application experiences in conducting quantitative and qualitative research and analysis
  • Excellent writing abilities, and proven proficiency in drafting high-quality reports
  • Academic coursework and practical experience in applied research methods, particularly in economics and social sciences
  • Published peer-review articles and policy briefs
  • Experience in managing research team, including financial and administrative responsibilities
  • Impeccable managerial and interpersonal skills, with proven record of effectively interacting with senior management
  • Recognized expertise in rural development, community engagement, government collaboration and private sector development
  • Understanding of social issues related to entrepreneurship, and community-driven development
  • Independence in working on complex problems in the field of specialization consistently applying creativity and independent judgment
  • Experience working in an institution focusing on international development and/or dealing with government officials. 
  • Excellent client orientation, diplomatic skills, and drive for results are essential
  • Demonstrated ability to lead teams under pressure in a diverse, uncertain environment.  Experience of having led start-up teams will be a plus point.
  • Strong motivation and organizational/time management skills.
  • Proven ability to handle multiple tasks at a time within deadlines.
  • Exceptional willingness to take risks and work hard. Growth mindset is key.
  • Excellent oral and written communications skills in Nepali and English

Gov Lab will provide compensation to the Research Manager on a monthly basis.  The rate will be mutually agreed upon, commensurate with the level of the required deliverables, the qualifications and experience of the candidate.
