Job Summary

As CARE Indonesia makes the transition from a CARE International Country Office to an independent, national foundation, and Member of the CARE International confederation, the Senior Director, Finance, Support Services and Transition Management (SD-FSSTM) will play a key role as part of the Senior Leadership Team to manage and support this transition.  The SD-FSSTM is responsible for overseeing the areas of financial management and support services including, human resources, procurement, administration, IT, safety and security, organizational development, administration, legal compliance, and overall transition for CII.

As Senior Director, Finance, Support Services and Transition Management, s/he will be responsible for overseeing CARE Indonesia’s transition plan and use of transition resources.  This will include:   strengthening or establishing financial and support services systems and procedures; managing the transition of human, financial and capital assets; and overseeing regulatory and legal compliance with Government of Indonesia (GOI) and CARE International. S/he will be responsible for convening the transition leadership team and coordinating CII’s efforts to implement, track progress and update the transition management plan.

S/He will supervise the Finance HR and organizational development and administration at CII as it transitions. S/He will be responsible for developing and improving work-related systems and processes, and ensure that all aspects of finance and support services functions are implemented efficiently, cost-effectively and in support of CII’s transition to an effective national foundation and member of CARE International.

 

Key Responsibilities and Tasks

1.       Financial Management (35% of time spent)

  • Lead development of Finance and Support Services Department's Annual Operating Plan aligned to the overall business plan, and monitor performance;
  • Coordinate and institute analysis processes toward building a culture of financial analysis and evidence-based decision making;
  • Ensure timely production of financial analysis for managers, partners, board and CARE International stakeholders;
  • Lead the process for selection of a financial system for use in CII during and after the transition, manage the implementation of the new system and ensure staff capacity;
  • Develop and orient staff to capital/ reserves management policy;
  • Monitor implementation of accounting and financial policies, systems and procedures by field offices to ensure that the accounting records are complete, accurate, and reliable and that management reports are produced in a timely manner;
  • Lead the capacity building process for program and finance staff on contract management and provide coaching and performance feedback to ensure proper management of project expenditures;
  • Develop and implement training and guidance materials for better implementation of finance and accounting policies and procedures, including budget preparation and monitoring, contracts compliance, etc;
  • Lead budget and cost recovery  development for new program proposals  to ensure coverage of core costs and investment in capacity and organizational development;
  • Prepare  regular analysis for management to show progress in restricted coverage of all core costs;
  • Ensure timely reporting of budget versus expenses  and quality of donor reports Ensure timely action on recommendations of external audits and follow up;
  • Interface with CARE International financial systems, including participating in CARE International’s financial controllers forum;
  • Convene Board finance and audit committee .

 

2.       Human Resources and Organizational Development (25% of time spent)

  • Plan, develop and implement strategy and policies for HR and organizational development for CII in transition (including recruitment and selection, internal gender equality and diversity, disciplinary action, grievance management, counseling, pay and conditions, staff and consultant contracts, training and development, succession planning, staff morale and motivation, culture and attitude development, performance appraisal and quality management issues);
  • Manage transition of staff to national foundation;
  • Set and review remuneration levels ensuring regulatory compliance, competitiveness, and equity;
  • Initiate talent management and succession planning processes for the national foundation;
  • Oversee the support and investment in the new national foundation toward leadership and organizational capability strengthening;
  • Conduct functional review and recommend changes to  organizational structure (FY19);
  • Oversee recruitment and performance management process to support building individual and organizational competencies and capabilities prioritized in the business plan;
  • Establish and maintain appropriate systems to enable reporting, analysis, and action on HR issues, opportunities and development plans, and internal gender equality and diversity;
  • Interface with hiring managers in all HR functional areas including designing and revising staffing needs for projects, performance management, compensation and benefit, training and development and employee relations;
  • Review and revise CII handbook and assure alignment with CC policy and GOI labour law;
  • Review and monitor Country Office adherence to the  GOI labour law and initiate corrective action as required;
  • Establish and provide oversight for the use of safety and security protocols in compliance with CARE International standards and suitable to the Indonesia context.
 

3.       Administration, IT and Legal (15 % of time spent)

  • Oversee administrative policies to ensure efficiency and cost effectiveness in: procurement services, office facilities, property and asset management, connectivity, travel facilitation, record retention, and insurance appropriate for the new entity to be effective;
  • Oversee transition of assets, resources, contracts and staff from CII to the national foundation, ensuring regulatory and legal compliance, including in the use of foreign funds, adherence to labor law and tax status;
  • Ensure oversight of operating agreements such as MOU;
  • Provide support and technical advice to the Country Director and Senior Management on any legal cases that may arise and minimize risk and legal liability when possible;
  • Ensure that the admin, IT & communication systems and processes support the internal and external relationships and ways of working that  are prioritized for the national foundation;
  • Ensure that admin, IT & communication systems safeguard and promote appropriate levels of access to the organization’s information, and are aligned with the ambition of the Knowledge, Learning and Impact system;
  • Embed simple accountability mechanisms within support services to contribute to a culture of accountability.
 

4.       Transition Oversight (15% of time spent)

  • Convene the transition leadership team;
  • Coordinate and monitor the detailed transition work plan and report to CI stakeholders;
  • Oversight and monitoring of risk and risk mitigation actions in the transition;
  • Lead the organizational change process ensuring effective communication of changes and involvement of staff in the transition;
  • Lead the implementation, performance tracking and analysis, and updating of the transition business plan.
 

5.       Staff Management (10% of time spent)

  • Provide oversight and management for all direct reports and lead the establishment and functioning of a strong, effective and coordinated  team;
  • Ensure the proper implementation of CARE's performance management system for direct reports, including job description development, regular feedback, mid-term reviews and annual performance appraisals;
  • Proactively address performance issues through regular, constructive and honest feedback and coaching;
  • Identify necessary staff development, career development and succession planning strategies for direct reports;
  • Ensure that space and incentives are available to allow staff to develop and innovate;
  • Oversee the recruitment and orientation of new senior Finance or HR staff;
  • Facilitate capacity gap assessments and ensure strong program support capacity strengthening focus for transition;
  • Talent management and succession planning for finance, HR, and support service teams.

Qualifications

Required

  • Minimum of 10 years of experience in a finance or accounting supervisory role including responsibility for full accounting cycle within an organization or business unit;
  • Minimum of 10 years of senior management experience in the area of human resources, and/or administration;
  • Previous experience working with CARE or for other international NGO;
  • Experience preparing and providing reports and budgets to external funding stakeholders (i.e. GAC or other government entities);
  • Proven experience liaising directly with non-financial managers and staff on budget or other financial reporting matters;
  • Strong and demonstrated skills in human resources management, including change management;
  • Excellent skills and interest in mentoring, coaching and capacity building of staff in a broad range of areas;
  • Demonstrated commitment to organizational goals;
  • High level of demonstrable leadership and strategic management skills - including management and leadership of multi-sector teams;
  • Ability to gain support and commitment from others even without formal authority;
  • Experience promoting collaboration and facilitating teamwork across organizational boundaries;
  • Fluent in English and in written and oral communications skills;
  • Experience and commitment to promoting gender equality within organizations and within humanitarian and development programs;
  • Advanced computer skills including Microsoft Word, Excel, Power Point and Outlook;
  • Familiarity with accounting software such as SCALA and working with an HRIS.

  • Bachelor’s Degree in finance, or other relevant field;
  • CPA or other finance designation.
