Job Description

Reports to: CEO

Direct Reports: Finance Officer

Level of Effort: 60% (22.8 hours per week) with additional work as required during busy periods

Scope of position: The Financial Controller is responsible for oversight and implementation of the organisation’s financial and accounting systems, and related reporting in line with organisational policy and statutory requirements. The Financial Controller is a member of the management team and works closely with the Company Secretary, Compliance Adviser and Risk Adviser.

The role will also guide the transition of the current onsite accounting system (Quickbooks) to a cloud based accounting system (effective 1 July 2017) to cater for the organisation's growth and accessibility by offsite team members.

Responsibilities and Tasks:

1. Accounting & Audit

  • Oversee and deliver all aspects of the accounting function to comply with Australian accounting standards, internal policies, and the reporting requirements of the ATO, and of agencies such as ACFID and DFAT
  • Oversee Good Return Loan Platform financial reporting and consolidation into the organisational accounts
  • Participate with CEO and the Board Audit Committee in managing the relationship with and monitoring the quality of services provided by the company’s external auditor
  • Coordinate internal preparation for annual audit, and management responses to audit comments

KPIs:

  • Financial Accounts prepared for audit by 31 August each year
  • Annual reviews confirm full compliance with organisational policies, ATO, ACFID Code of Conduct and DFAT accounting financial management requirements

2. Management information & reporting

  • With the CEO, confirm financial inputs to strategic and business planning
  • Manage the annual budgeting process
  • Prepare quarterly financial analyses that track performance against plan, and monitor variances to budget (eg. balance sheet, income and expenditure projections, cash/funding needs) for reporting or presentation to management and Board
  • Monitor and respond to issues arising from performance against plan, financial or non-financial
  • Maintain oversight over financial reporting and control of expenditure

KPIs:

  • Annual budget prepared by 31 May each year
  • Quarterly Management Accounts produced within 30 days of end of quarter

3. Financial Management
  • Provide effective oversight of the Finance Officer role, including mentoring, delegation and performance management per organisational policies
  • Review and implement policies and processes to monitor and manage operational issues such as payroll, accounts payable (Concur system), accounts receivable, cash, internal and external funds transfers, recording offline donation/grant receipts to Salesforce CRM and ensuring regular bank reconciliations
  • Oversight of reporting and payment of statutory tax obligations, and of the tax and superannuation contribution obligations with regard to employees
  • Monitor banking arrangements. Ensure efficient management of cash resources, and monitor liquidity /solvency for compliance with internal policy
  • Maintain and manage accounting for fixed assets, asset register maintenance and depreciation
  • In liaison with the Marketing and Fundraising team, ensure receipting and tracking of donation and grant income

KPIs:

  • Finance Officer reports high degree of satisfaction with oversight
  • Payroll processed on the 15th of each month (or Friday preceding if falling on a weekend)
  • Accounts payable and receivable managed per policy
  • Bank reconciliations completed within 10 days of end of month

Qualifications

Skills and Attributes:

1. Finance professional with strong financial and management accounting skills. Small business experience and/or NFP sector experience desirable

2. Experience working with accounting software, QuickBooks desirable

3. Proactive and hands-on approach, with strong attention to detail

4. Excellent time management skills, comfortably able to manage priorities and meet deadlines

5. Good interpersonal and communication skills

6. Personal qualities of flexibility and integrity
