In October 2016, the Philadelphia Department of Public Health (PDPH) was awarded funding to improve the hepatitis C care continuum among people living with HIV with the ultimate goal of hepatitis C eliminaation in this population.  Data management and analysis is a key component of this project as it helps quantify the number of people living with HIV and hepatitis C in the Philadelphia region and identifies gaps in hepatitis C services from testing through to treatment. 

 

Job Description

The Data Manager will provide data management and epidemiological support on this project, housed in PDPH’s AIDS Activities Coordinating Office (AACO).  They will be responsible for data management and analysis of HIV/HCV co-infected case reports and investigations within the 9-county Philadelphia Eligible Metropolitan Area (EMA). Data will be used to evaluate and improve the HCV continuum of care for people living with HIV/AIDS (PLWH) receiving care from local Ryan White HIV/AIDS Program supported service providers. This position involves close collaboration with Viral Hepatitis Program staff, AACO staff, Epidemiology personnel, and with Ryan White service providers to ensure consistency of reported data. 

This position will be funded through the remaining grant funding period, which ends September 30, 2019.

JOB SPECIFICATIONS

Essential Responsibilities/Duties

Under the supervision of the Viral Hepatitis Program Manager, the HIV/HCV Data Manager will perform the following essential job functions:

·         Perform and refine data cleaning and quality assurance routines for HCV case data collected on PLWH.

·         Perform routine data matches between several city-wide health information data systems, including monthly matches between HIV and hepatitis surveillance databases.

·         Assist with development and dissemination of regular reports, both in-house and externally, on HIV/HCV co-infected patients.

·         Assess and fulfill HIV/HCV co-infection data requests from outside (non-AACO) entities

.         Refine methods for identifying and tracking co-infected out of care PLWH at existing AACO-supported data to care sites

·         Accompany project staff on site visits to HIV and hepatitis C service providers and assist in feedback to help sites improve patient progress through the HCV continuum of care  

·         Serve as a representative for grantee teleconferences/meetings

·         Summarize analytic findings for presentation at scientific conferences and publication in technical and scientific journals.

·         Other duties as assigned.

Qualifications

Completion of a Master’s Degree program at an accredited college or university in Epidemiology or related field that includes a minimum of two graduate level courses in Epidemiology or two comparable graduate level classes in advanced research methodology AND two graduate level courses in statistics or biostatistics;

Completion of a Master’s Degree program at an accredited college or university; AND two (2) years of work experience within the field of Epidemiology performing study design, evaluation or analysis.

Skills/Experience

  • Required:

o   Strong analytical abilities using statistical analysis software such as SAS, or STATA.

o   Ability to analyze data, write project proposals, and technical reports.

o   Knowledge of viral hepatitis and/or HIV medical terminology.

o   Knowledge of the principles and procedures of epidemiological research including study design or epidemiological surveys, theory and application of epidemiological methodologies, principles and methods of biostatistics, and preparation of scientific research reports.

o   Excellent oral and written communication skills.

o   Ability to analyze, think critically, and apply reasonable judgment and problem solving skills.

o   Team player who is also able to prioritize and handle multiple tasks and work independently.

o   Excellent organizational skills.

·         Preferred:

o   Experience with database development (MS Access or similar software).

o   Training or experience with mapping software (ArcGIS preferred).

o   Experience working and conducting research with health and prevention service agencies.

o   Sensitivity to and experience working with ethnically, culturally and sexually diverse individuals, communities, agencies and organizations, especially in regards to populations impacted by HIV and viral hepatitis including ethnic minorities, people who use drugs, and LGBTQ people

 

Additional Information

Travel:  This position involves some site visits to organizations providing HIV and/or hepatitis C services.

Physical Demands: Ability to transport materials on occasion; walking to meetings in nearby offices.
