Our client, world's leading supplier of Flexible Etched Circuits (FEC), is looking for its Section Manager, HR to be based in Singapore.

Summary of the function:

Responsible for the training and development of the Company to build the competencies, skills and knowledge for the organization based on its businesses and needs. 

Build the pool of talents and work with the line to help develop them and strengthen the succession pipeline for the organization. Ensure Retention & Application of knowledge and skills. The role also involves HR business partnering with the line.

Main Duties and Responsibilities:

  • Conducting the training needs and analysis, and determine the training plan for the organization. 
  • Work with the line based on the approved training budget. 
  • Manage the COJTC status for the Company which includes government funding and claims. Talent management and development to help build the leadership pipeline for the Company. 
  • Review, evaluate and modify existing curriculum in training matters to meet business needs (ISO, EMS, QMS, LEAN, etc.);
  • Lead assessment activities to determine learning and development opportunities;
  • Assist, consult and facilitate external training programs for employee development; 
  • Partner with internal clients to assess training and development needs and implement business-focused initiatives;
  • Review and update all training related procedures periodically;
  • Talent Management and Succession Plans review 
  • Responsible for company’s audit (ISO matters) pertaining to HR;
  • Track company’s training and office admin budget versus expenditure trends;
  • Participate in and support HR projects and initiative as required;
  • Submit monthly reports for Lean KPI, HR monthly report, etc.;
  • Provide quarterly tabulation and analysis of Lean Improvement Suggestion Scheme (LISS) for People empowerment;
  • Manage Employee Relations
  • Working closely with the line and partner them on HR issues
  • Enhances the HR role through benchmarking with other companies in the market, keeping in trend with latest HR practices, getting feedback from the ground and networking within the HR communities.
  • Comply with the local government authorities such as MOM, WDA, and EDB with regards to training issues. EICC standards as required by the electronic industries.

Qualifications

  • Bachelor Degree in Accounting/ Arts & Social Science/ Business /Sciences
  • Diploma/ Advance Diploma in Training & Development / HR will be an added advantage
  • Experience in Training and Development and HR Projects in a manufacturing industry a a Must
  • Matured individual with experience working in and MNC or mid-sized establishment 
  • Problem-solving ability, resourcefulness, customer focus and commitment to continuous improvement 
  • Coordination and capacity to implement actions plan;
  • Ability to interact with external and internal partners; 
  • Good attention to detail and accuracy;
  • Strong planning, organization and communication skills
  • Ability to motivate and support team;
  • Self-driven and mature mindset.
