Job Summary

To ensure the appropriate and professional implementation of 2-4 projects in the most effective manner possible. In particular, to make every effort to ensure that the project’s objectives/outputs are achieved according to the work plan and within the contracted project period. The Program Manager is the main focal point for partners implementing the project.

 

Key Responsibilities and Tasks

1.    Implementation (30% of time spent)

  • Should be familiar with the Project documentation e.g. the donor contract, required donor procedure manuals, MOU with the line Ministry, the approved Project proposal and budget;
  • Establish and implement Project monitoring and evaluation systems in order to provide regular information on progress towards objectives and assess the impact of the Project;
  • Work closely with the MEAL officer and in line with MEAL manager to establish rigorous monitoring & evaluation processes for measuring baseline and end-line data and for regular reporting processes and analysis to capture change. Develop joint work plans with partners and report on program activities including, but not limited to, weekly updates, monthly reports, and success stories.
  • Provide support and mentoring to project and partner staff as required;
  • Assist partner staff with reporting, donor compliance, adherence to quality standards and capacity building.
  • Provide a livelihood recovery plan with potential options and market analysis identifying the skills and knowledge gaps that can be improved with training within the specific value chains and propose an appropriate plan for vocational and entrepreneurship development training;
  • Responsible for monthly planning (including financial planning) and financial accountability of partners activities.
  • Develop Project start up plans in consultation with Project staff, line management and local government partners.  Following project initiation, develop regular (monthly) implementation plans and reports with partners;

  • Review existing Project outputs and indicators so as to ensure that they are appropriate and realistic, and if required suggest changes to line management;

  • Review the Project files held by the Country Office and ensure that copies of the above documents are readily available. S/he should also establish, as required, Project working files;

 

 2.    Contract management (20% of time spent)

  • Ensure that contractual compliance obligations to the donor are understood and adhered to, by all relevant Project staff;
  • Ensure that any necessary changes to the project design, objectives, outputs or budget are identified and brought to the attention of line management in a timely manner;
  • Ensure the effective management, maintenance, security and legitimate usage of all project facilities, vehicles, personnel and equipmeAssist line management to meet all donor, relevant CI members and CARE International reporting requirements in a timely manner;
 

 

3.    Financial and asses management (20% of time spent)

  • Use established project financial management and monitoring systems that are compatible with Country Office policies and procedures;
  • Ensure that Project suppliers and locally paid staff are paid promptly and adequately through liaison with Country Office finance staff;
  • Ensure that Project expenditure is being coded correctly and consistently (that is allocated to correct budget lines) and that donor funds are used solely for the purposes for which they were granted and in accordance with relevant CARE CO and donor guidelines;
  • Establish an asset register for all assets purchased by or provided to the Project in line with standard CARE CO policies;
  • Ensure monthly Project expenditure reports are submitted to the CO finance office for the month’s expenditures and provide receipts linked to these reports as and when transport is available;
  • Check monthly Project financial report for accuracy and appropriateness. Regularly discuss with Finance Manager concerning financial reporting issues, errors, trends, payment delays and related matters;
  • Monitor expenditure on a monthly basis against the approved budget. Review expenditure projections to ensure that expenditure stays within budget. Significant actual or anticipated expenditure variances against the budget should be included in the monthly report to line management together with any recommendations for changes to the budget; 
  • Authorise all necessary Project site expenditure within CO “Limits of Authority” table and ensure that Project expenses are kept to a minimum consistent with sound administrative and financial practices.

4.    Personnel management (15% of time spent)

  • Ensure that all staff clearly understand their roles and responsibilities. On the basis of their job descriptions monitor staff performance and provide constructive feedback to staff in line with CARE CO Performance management procedures;
  • Ensure that staff participate in the development of project weekly/monthly work plans;
  • At all times ensure the safety and security of all Project staff in line with CARE COs policies and procedures;
  • Ensure coaching, training and guiding partner staff in all aspects of project implementation;
  • Able to work evenings, weekends or on holiday, as required with a compensatory time-off as approved by the supervisor;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to CARE International Indonesia (CII) and to not jeopardize its humanitarian mission in Indonesia.
 

5.    Government liaison and external relations (10% of time spent)

  • Establish and maintain positive working relationships with other institutions involved in the project.  This should include regular contact to ensure they are fully and appropriately involved in the Project;
  • Assist line management to meet all required reporting requirements both narrative and financial promptly;
  • Comply with host government priorities and policies where these complement (are consistent with) with the CARE CO Mission and Vision as well as with donor contractual obligations and the need to ensure project quality;
  • Facilitate and provide the opportunities for partner staff and agencies to be aware of and learn from the implementation of all aspects of the Project;
  • Develop, maintain and strengthen relations with other agencies working in the same geographic or technical area.
  • Establish local procedures in order to liaise effectively with local government institutions;
 
6.    Other management responsibilities as required (5% of time spent)
  • Willing to join with the Emergency Response Team (ERT) in accordance with experience and competence and is ready to be assigned to the disaster site in accordance with the existing needs.

 

Qualifications

Required and Desired

  • A minimum of 5 years’ experience project management and implementation within an INGO or related environment, an expectation of at least 2 years applied in-country.
  • Ability to develop and foster external organizational relationships and applied representation skills.
  • Readiness to work with people of all backgrounds without bias.
  • Ability to coach and mentor staff in a cross-cultural environment.
  • Commitment to uphold CARE International Protection from Sexual Exploitation and Abuse Policy
  • Advanced written and spoken English Language skills.
  • Fluency in Bahasa
  • Current ability to work in Indonesia

  • Bachelor Degree and/ or Master Degree in Social Community, Economy, Business Administration
