Job Description

The Administration & Procurement Officer will be working under the supervision of Safety, Security & Office Manager, and will be responsible for the administrative functions as well as procurement.  He or She will support admin, procurement, and logistics according to CARE International Indonesia’s policy and procedures. This position will be based in Palu, Central Sulawesi. 

Key Responsibilities and Tasks

1.       Office and Administration Management (50% of time spent)

  • Record field office asset inventory and kept up it up to date
  • Maintain office facilities and office supplies in a proactive and cost-effective manner
  • Maintain good filing of the leases, insurance, licenses, etc.
  • Ensure all office equipment is in working order
  • Support training or meeting activities; providing stationaries, venue, attendance sheets, etc.
  • Ensure bills of electricity, telephone, and water paid on time.
  • Ensure the use of log book and regularly check the records fuel usage, and vehicle mileage.
  • Maintain field office vehicles and ensure their regular maintenance
  • Record vehicle accidents and report to OSSM.   
  • Regularly check road licenses, inspection certificates, insurance certificates and remind the OSSM when it’s time for the renewal
  • Provide access to timely and affordable maintenance and repair facilities.
  • Under the direction of OSMM arrange local police passes for the international visitor
  • Represent CARE with the Provincial and district government for relevant support matters.
  • Arrange accommodation and transportation of CARE staff or visitors.
  • In coordination with OSSM, ensure that staff follow security and safety policy

 

2.       Procurement (45% of time spent)

  • Plan, manage, and provide advice on procurement activities, following rules, procedures and regulations.
  • Ensure that all procurement activities are based on CII procurement policies and procedures
  • Ensure timely, effective and accurate procurement activities.
  • Review technical proposals of suppliers and carry out cost/benefit analysis.
  • Evaluate offers and make recommendations for the finalisation of purchases and the award of contracts.
  • Regular communication and updates on procurement status to program staffs
  • Coordinate shipping and delivery arrangements of purchased equipment.
  • Develop and prepare technical and legal contracts.
  • Manage and coordinate negotiations with all interested parties including contract disputes and claims.
  • Prepare reports on procurement activity.
 

3.       Others (5% of time spent)

  • Other duties that may reasonably be assigned inline with the position.
  • Willing to join with the Emergency Response Team (ERT) in accordance with the experience and competence and is ready to be assigned to the disaster site in accordance with the existing needs

Location : Palu

Expected percentage of travel time : 30 % (around Palu, Donggala and Sigi)

Qualifications

Required

  • Minimum of 2 years’ experience working with I/NGO environment within administration and procurement and logistics
  • University degree in management, business administration, or related field.
  • Good interpersonal skills, ability to communicate effectively and build relationships at all levels, taking into account cultural and language differences
  • Proven interpersonal skills and demonstrated ability to interact professionally with team.
  • Demonstrated commitment to integrity and accountability.
  • Good computer and ICT skills
  • Customer service attitude.

Education & Training

University degree in management, business administration, or related field.
